Fairer bus, train fares from Saturday

SINGAPORE - From Saturday commuters will enjoy a fairer system of transport fares. Bus and train fares will be based on the distances travelled regardless of the number of transfers.
However some commuters may end up paying more for transport because a three percent transport rebate that kept fares at 2008 levels will be removed on Saturday as well.
The new Distance Fares corrects an imbalance that has existed due to technological constraints.
Currently commuters who take shorter journeys but transfer to another bus or train, pay more than commuters with longer journeys because of transfer charges, or penalties, as the Land Transport Authority calls it.
In the new system, transfer penalties will be scrapped, giving commuters greater flexibility in deciding on the best route to reach their destination.
Senior citizens, students and children will also benefit. They will pay flat rates for journeys longer than 7.2km. On top of that, senior citizens will also get 25 per cent off adult fares while children and students get a 50 per cent discount.
Senior citizens will continue to enjoy concession fare for journeys on weekends, public holidays and after 9pm on weekdays.
The number of transfers allowed will be increased from three to five. However there is a transfer time limit of 45 minutes. All journeys must be within two hours of the first boarding as well.
To minimise the impact of the cessation of the three per cent rebate, the Public Transport Council has decided to decrease fares by 2.5 per cent allowed by the fare formula this year.
Commuters can log on to [URL="http://www.publictransport.sg/"]www.publictransport.sg[/URL] to use the fare calculator to check the fares and distance travelled for their journeys based on a preferred combination of bus and train services.

Does this mean we get a REFUND for past unfairness ? Why the sudden change of heart ?
How can we prevent such unfair practices, do we have other operators ?
