Serious 13 months’ jail for cleaner who molested woman on bus, Sec 3 student at void deck

SINGAPORE — He first molested a woman who was asleep on an SBS Transit bus, scaring her so badly that she lost control of her bladder.

When Ng Hock Chuan was released on police bail, he targeted a 15-year-old girl who lived in the neighbourhood estate where he worked as a cleaner. He was remanded shortly after the incident.

On Tuesday (March 30), the 59-year-old Singaporean was jailed one year and one month after pleading guilty to two counts of outrage of modesty. His victims cannot be named due to court orders to protect their identities.

A third charge of causing hurt to the girl’s twin brother, who had confronted him over the incident, was taken into consideration for sentencing.

It was not Ng’s first brush with the law. In 1997 and 1998, he was imprisoned and caned for similar molestation offences.

The first of his most recent offences took place on Aug 31, 2019.

Ng had boarded SBS Transit bus service 26 from a bus stop near Geylang Lorong 23 close to midnight, after drinking some beer.

About 15 minutes later, he moved to sit beside his first victim. The 36-year-old was fast asleep at this point.

When he touched her over her clothes, she woke up and he told her: “Nothing, lah, never mind. Just lay on me, it’s normal.”

She was so afraid by this sudden intrusion that she “uncontrollably peed”, Deputy Public Prosecutor (DPP) Norine Tan told the court.

The victim went to get help from the bus driver who stopped the vehicle. Ng was later arrested by the police and released on police bail.

Over a year later — between Oct 19 and 21 last year — Ng stopped a Secondary 3 student at the void deck of a block of flats. He was a cleaner in her estate at the time and had called out to her on several occasions earlier, but she had ignored him.

This time, when he asked her to go over to him, she complied and sat next to him.

He suddenly moved closer to her, grabbing and rubbing her thigh. She pushed his hand away and asked him not to touch her, then stood up and said that she wanted to go home.

When Ng asked her to sit with him again, she did so but kept a distance away, afraid he would touch her again.

He then went closer and sniffed her shoulders, so she brushed him away and asked him to leave. He instead grabbed and rubbed her thigh again.

She immediately left to go home but did not tell her family members what had happened, not wanting trouble.

About a week passed when she decided to confide in her twin brother. He confronted Ng on the same day, and the man pushed the boy on the chest with his palms and hit him on the back with a bamboo pole.

Yah loh. And the uproar for uni students who got heftier sentence for similar offence.
