“中国海警船正好出现在钓鱼岛和石垣岛之间中点的海域。这时间点简直就像是掌握了高洲丸出海捕鱼的信息后,打伏击一样。”
在接受日本冲绳县当地媒体《八重山日报》事后采访时,组织这次闹剧的石垣市议员仲间均如此回忆当时的窘境。

此次,仲间均以“钓鱼岛守护会”的名义,乘协会所有的高洲丸号前往钓鱼岛附近海域“捕鱼”。说是“捕鱼”,但高洲丸排水量仅有4.8吨,船上只有仲间和船长高江洲正一两人。他自己都承认钓鱼岛周边海域常年浪高2米左右,高洲丸作业十分吃力。
高洲丸在5月23日凌晨4时25分离开石垣登野城渔港。中午12点左右抵达钓南小岛附近海域,作业从12时40分一直到晚7时左右。原定晚上9时回港,但收到同行的日本海保船通知:回程路上有中国公务船。为保险起见,仲间他们在船上过了一夜,第二天早上七点多出发。
尽管如此,还是遭遇到中国海警船了。
仲间称,大约在24日上午9时20分左右发现中国海警船,正好位于钓鱼岛和石垣岛中点海域。这时机就像是掌握了高洲丸出海信息后打埋伏一样。

仲间称,“想把发动机停下来,看看中国公务船会怎么行动。”但是海保一直用扩音大喊“不要放慢速度!”、“不要挑衅中国公务船!”。仲间苦笑:“海保的指示不得不从。”
追击持续了约一个小时,虽然对面没有做出要冲撞高洲丸的姿态,但仲间评价:“如此执着地追击,让人感受到中国的认真程度。”
本次出海前,仲间也接受了《八重山日报》的采访,原本计划在4月出海。但因高洲丸发动机一度故障,推迟到5月底。仲间回到石垣港后苦笑说:“中国人是不是事先看了八重山的报纸啊”,所以才会有如此行动。

此前石垣市要修改所谓钓鱼岛登记地名的提案也是仲间提出的。虽然该提案已经在去年6月25日获多数赞成通过,但对仲间来说“现实很残酷”。
仲间在协会博客上写道:“我在钓鱼岛附近海域被中国公务船追赶,这已经是第三回了。状况一回比一回糟糕。”
他还批评自民党政府:又建设港口,又提出公约,又做相关表态,“但现状是渔民不准进入钓鱼岛1海里内,这次同行的海保船就把我们阻止了。”
