Just allow Tudung anywhere. Where practical of course. If there are safety or practical reasons where a tudung causes problems then advise accordingly.

Presently the Tudung seems like an "image" thing that some are not comfortable with?

I say let the market decide.

For example say you went to a restaurant and all working there were women. And the women all wore garb that looked like this.

Same with hospitals. Clinics.

But if the business is bad and not many people go, please don't complain either.

Actually it should be based on the Halal certification requirements.

All restaurants have to be 100% Halal compliant. There is no such thing as you can have Halal and non Halal seating and Halal and non Halal menus at the establishment serving food.

So Hawker Centres and Coffee Shops should be the same.

Seriously. The SG govt has to make all Food establishments follow the Halal requirements. Otherwise the Muslims should not go to that particular food establishment that is not Halal be it restaurant, fast food, hawker centre or coffee shop.

Wrong. Islam is not based on paranoia.

What makes it halal does not include tables and benches, or anti-islam homes or countries. You eat the food of, off the utensils. Those need to be cleansed the halal way.

I shall also add, for education purposes that pig wastes are haram. But upon decomposition it can be used as fertilizers, the plant products are halal. A change is state, properties, condition, can turn halal.
