[新頭殼newtalk] 林子一大，什麼鳥都有。台灣這幾年來不斷出現一些虐狗虐貓案，尤其台大化學系澳門學生陳皓揚，連續虐殺大安區流浪貓大橘子與文山區蔬食餐廳店貓斑斑，引起全民公憤，各界因此關注動物的保護，希望修法加重虐貓狗者的刑罰。
當然，會虐貓狗者心理也有問題，無論刑期如何加重，或許都無法完全消弭。但至少行政機關該有共識，官員有虐貓狗這種變態行為，應該要列入重點觀察對象，優先汰除。但事實卻不然，官官相護的官場文化，這樣的官員反而被保護得更好。

「為防範非洲豬瘟疫情，各單位繃緊神經做好防疫工作，機場檢疫犬也辛苦地在第一線工作，但卻傳出有移民官腳踹值勤中的『護國神犬』，狗狗嚇得當場慘叫，引發網友撻伐，這名移民官也出面道歉。
一名在高雄小港機場擔任檢疫犬領犬員的網友，日前在臉書社團《有點毛毛的》PO文表示，『過年期間，大家都是在機場辛苦執勤準備下班，只因為狗靠近，你說怕被咬，就出腳踹工作犬，狗狗嚇到還因此「該」了一聲……你可以不喜歡狗、討厭狗，但你絕對不能欺負牠們。』並透露已經不是第一次對狗不友善。
而從網友貼出的影片中，可以看到領犬員和移民官為此爭吵，一旁的航警看不下去，出言訓斥『你看到狗就踹下去，牠們就不用值勤了』、『你一句道歉就好了，你還跟人家講這麼久，你這樣很難看，還穿著制服，我在旁邊看了很久，你那種道歉的方式根本就沒有誠意』。
領犬員則說『因為你覺得牠是狗，牠為國家這樣子，說真的是很辛苦的』、『牠們就是檢疫犬，牠們是有職務在身的』，但陳姓移民官卻回『先不要講國家的事，我從頭到尾都說我不喜歡狗』，領犬員反問，如果遇到海關的緝毒犬也一樣會踢牠嗎，陳男竟回『我絕對會』。
對此，移民署國境事務大隊高雄機場國境事務隊長蔡英傑，這起事件發生在 9 日晚間 11 時許，該名陳姓移民官因童年時曾被狗咬傷，因此對狗有恐懼感，以往工作時都會盡量避開檢疫犬，但當天在公務門附近，空間小無法閃避，才會做出不恰當的舉動，事發後已報請署本部調查，將對陳員懲處並調離機場，以防日後再對檢疫犬做出不友善行為。……」
移民署事前知情？不知情？
這世界上被狗咬過的人很多，怕狗的人也很多，討厭狗的人也很多，對狗有陰影的人也很多，可是這麼多的人加起來，也沒聽說世界上會有任何一個人，會去機場對著執勤中的檢疫犬狠踹一腳的。
更讓人驚訝的是這個踹檢疫犬的虐狗者，還不是那種特立獨行於國際的中客，根據《蘋果日報》報導，「該名移民署陳姓科員46歲，警專9期畢業，在移民署桃園機場服務5、6年，之後調至高雄服務，至今年資約27年。」
移民署在處理這件事上，無論事前事後，都讓鄉民不解。機場裡來來往往的旅客，或許很少見過檢疫犬，會做出什麼奇怪的動作，確實防不勝防。
可是移民署國境事務大隊派駐在各機場的官員，不是天天要跟檢疫犬在一起嗎？如果這樣的移民官卻對狗有這麼大的「陰影」，那還適任這個職務嗎？總不能把狗關起來，讓移民官來負責聞一聞每個旅客行李中有無夾帶肉類吧？
無法面對檢疫犬的移民官，卻被派駐在機場裡這麼多年，還從這個機場調至那個機場，到底移民署是在事發前就發現了這個人有問題才調職？還是從不覺得這有什麼問題？顯然無論事前知情或不知情，移民署的人事考核都已嚴重失責。
怕狗為何不躲狗？反而踹狗？
當然，大多數鄉民應該都無法接受事後移民署的說詞，什麼被狗咬過、怕狗、討厭狗，還是對狗有陰影……
如果會怕狗，還是對狗有陰影，見到狗應該是閃躲，甚至是退後。尤其在機場中執勤的檢疫犬，不可能亂走亂竄，一定是有專責的領犬員牽著，怎麼可能攻擊人？
真的怕狗的人，在機場遇到檢疫犬，只要退後就一定沒事。被領犬員綁著的檢疫犬，有可能追上去超越綁在項上繩索的長度？
更何況檢疫犬都是體格嬌小，性格也溫馴的米格魯，很少具有攻擊性，怎麼會有人說因為害怕被綁著的米格魯，所以出腳踹她？這樣的說法合乎邏輯嗎？
移民署如果對這個踹狗的移民官，接受他這種完全不合邏輯的託辭。我們將掌管國境安全的重責大任，交給這種情緒失控、行為乖張的官員，這還算是一個正常的國家嗎？
是虐待動物？還是妨害公務？
這個莫名其妙就踹狗一腳的移民官，2月9日晚間在高雄機場，究竟為什麼要攻擊正在執行公務的檢疫犬？有無吸毒或飲酒？精神狀況正常嗎？之前也踹狗甚至虐狗嗎？移民署不要官官相護，更不要企圖用「家法」私了。
動保處在2月13日已發布新聞，將儘速派員前往訪查，若依陳員坦承有「撥開」檢疫犬的說法，可依動保法第6條任何人不得騷擾、虐待或傷害動物開罰，處新臺幣3,000元以上、15,000元以下的罰鍰。
動保團體的部分，台灣動物緊急救援小組發言人倪京台，已痛批移民署官員的虐狗惡行；他說國外無論是檢疫犬或軍犬，奉獻一生護衛國家安全，甚至在退休時還獲總統接見，過世時不但渾身掛滿獎章和軍銜，更常使用隆重軍禮向牠致意。倪京台痛批，台灣國家的門戶，出現移民署官員出腳狠踹檢疫犬的荒唐戲碼，丟臉丟到國際。
這是虐待動物？還是妨害公務？移民署事前事後的做法，早已失去社會大眾的信任，如今更沒立場輕易接受這位官員的說法，還是直接移送司法機關究辦吧！
狗官踹狗是因為怕狗，鄉民們，你信嗎？建議移民署還是早點移送，等司法調查結束，對這位官員有什麼行政處置或人事調動，再做妥適的處理。官官相護或「家法」私了，都只是讓移民署更加蒙羞而已。
