貓熊圈養的環境包括有恆溫恆濕的溫室和食用特定的竹類，莊絢智說，如果確定來高雄，將籌備新建一座恆溫攝氏18至22度及濕度60%至70%的溫室，並先種植適用的竹類10多種。台北動物園已有圈養經驗，將尋求相關支援，壽山動物園有信心和能力圈養。
媒體報導，中國全國人大「台灣省代表團」代表、重慶籍的全國台聯副會長許沛，對高雄市長韓國瑜3月底參訪廈門、深圳等4城市表達歡迎，更期待韓國瑜日後能赴重慶交流，而「人要交流，動物也要交流」，她將在此次兩會上建議「向高雄市贈送貓熊」。
高雄市觀光局長潘恆旭除了證實將成立貓熊小組，並在臉書貼出貓熊照片，還寫著「融融？雄雄？」，且指是致贈2隻貓熊給高雄，「一對公母貓熊雄雄和融融要來高雄了！」

高雄市長韓國瑜本月底將出訪中國廈門、深圳等4個城市，昨有媒體報導，台灣省人大代表許沛在今年兩會上建議「向高雄市贈送大熊貓」，希望重慶動物園與壽山動物園能密切交流。高雄市觀光局長潘恆旭今（10）日也證實將成立貓熊小組，歡迎「雄雄」和「融融」兩隻貓熊來到台灣。
據《環球網》報導，台灣省人大代表、全國台聯副會長許沛在今年中國兩會上提出兩個建議，其中之一就是「向台灣高雄市贈送大熊貓」。她表示，「人要交流，動物也要交流」，她正在努力做一些基礎的工作，搭建起高雄與重慶的橋樑，「這是非常有意義的事情。」
而今早，潘恆旭也在個人臉書貼出3張貓熊照片，並向《蘋果》證實，重慶動物園將贈送7歲的母貓熊「融融」和8歲的公貓熊「雄雄」給壽山動物園，高市觀光局也將成立貓熊小組，預計6月份前往重慶考察。

潘恆旭透露，這項致贈貓熊計畫還未正式向韓國瑜提案，高市觀光局會針對壽山動物園設立貓熊館做完備計畫與內部簡報，包括貓熊的飲食起居和適宜溫度等，而高市府為了感謝重慶動物園的心意，也會做好萬全準備迎接融融跟雄雄。
此次計畫是繼2008年，中國贈與台北木柵動物園「團團」和「圓圓」後，第二度對台派出「貓熊外交官」。自中共建政後，已有數十隻大貓熊被贈送給美國、日本、法國、英國、墨西哥、西班牙、德國等9個國家，以增進雙方友好關係。
對於送貓熊一事，有網友認為頗具創意，認為可以進一步拉近南台灣民眾與中國的距離，不過也有中國網友不以為然，吐槽許沛「算什麼角色？」、「拿貓熊去討好，腦子有病啊！」、「重慶市委書記都做不了主，何況她。」

[新頭殼newtalk] 中國「台灣省人大」代許沛向人大常委會建議贈送貓熊給高雄，近期在台灣引發爭議。許沛今天表示，此為個人言論，並不代表大陸官方最終對台的政策，很意外也很開心「熊貓」在台受到重視。
不過中國民眾對贈送熊貓給臺灣倒是罵聲一片，不少網友湧入重慶動物園官方微博批評「是嫌熊貓太多了嗎？」、「送了也是白送，他們不會覺得好的，反而會覺得這是統戰。」抵制聲浪極為強烈，而重慶動物園也回應目前並無贈台熊貓的計畫，最終決定權仍在中央手上，重慶動物園無法做出決定，因此許沛的提議是否會落實，仍是未知數。
其實早在2月底兩會開幕前夕，許沛接受港媒中評社采訪時，表示將提出《關於新形勢下更好發揮民間社團對促進國家統一進程作用的建議》和《向台灣高雄市贈送大貓熊的建議》兩事。

動物園對於都市的孩子來說，當然有很大的吸引力。平常只能看到流浪貓狗的都市小孩，竟然能看到貓狗以外的動物，這是很令孩子們興奮的（也是悲哀的），而現今的動物園也在轉型中，逐漸有保育動物與教育民眾的設計與功能。然而將心比心，如果我是動物，就算給我再好的環境，我還是寧願在泥濘裡打滾，畢竟生活的空間有限，只能日復一日的在監牢裡打轉，而且必須要讓人類觀賞我的起居生活，這種楚門的世界，我寧願不活。
也是基於這樣的心態，事實上我是反對動物外交的。畢竟將野生動物送離原居地，只為了滿足人類的觀看慾望，對於動物的實在太殘忍。例如國王企鵝不就是應該生活在極地？怎麼會來到亞熱帶的台北？無尾熊不就應該在澳洲，來台灣做什麼？而貓熊，應該留在中國，為什麼要來這裡？為了貓熊，姑且不論迎來嬌客以後，我們必須花費的空間、培育費用等等成本，難道可以帶來任何教育意義嗎？讓動物離鄉背井，來到一個陌生的地方囚禁，讓小朋友雀躍開心，就人類的立場來說，無可厚非。就動物的立場來說，聽你人類在五四三。
中國要贈送貓熊給高雄，不論從照顧能力或預算編列，都很難想像壽山動物園可以承載這麼重的壓力。即便鄧紫棋無法代言高雄，這看來也是韓市長截至目前為止最重要的政績，我還是不認為貓熊可以讓錢進來、貨出去。畢竟根據報載，壽山動物園整年預算才3700萬、門票收入僅1800萬，姑且不論建館費用將近1億，一對貓熊1年就要花上將近7000萬。高雄市民花了3700萬照顧650隻動物，卻要用7000萬照顧一對貓熊，這樣的思維與算盤是不是能說得通？這也是為什麼馬來西亞想要把貓熊歸還中國的原因，因為照顧成本實在太高了。
我們把中國的動物搬來台灣，讓台灣人可以就近「欣賞」貓熊，但是我們沒有人問過貓熊願不願意來（好啦，事實上也無法問）。台灣人對於自己的石虎，寧願蓋汽車廠、開道路毀滅他們的棲地、對於自己的黑熊，也不願意投入更多經費保護，然後卻花上大筆金錢願意資助貓熊的保育照顧，這不是很奇怪嗎？我們已經不能看到雲豹、極難發現黑熊、很難看到石虎，但是我們要在動物園養外來的貓熊？
因為人類破壞棲地與濫捕，臺灣黑熊現在是瀕危等級。反觀中國，在經過多年的努力後，貓熊已經提升為易危等級，還可以當作外交禮物。除了進口貓熊，短暫引起民眾排隊的狂熱與觀賞的娛樂，我們的民間與政府還能作些什麼？把臺灣黑熊拿來當作logo？這應該只是消費黑熊而已。真心愛貓熊，請不要讓她們遠離棲地，並且多關心台灣的本土動物。
