You missed out something important. MP confessed not only because he was guilty and confronted. He PGed to TCH when he knew there was absolutely no way out and also no way for his masters to sweep this under the carpet. That was THE only option left for his bosses and himself.

The secret is to select people who are not corrupt.

Every one has a price for his favour. If he is morally upright, nothing can shake him, whether money, sex, etc. No need to pay him million dollars salary. Pay him peanuts and he is still happy. We need such morally upright people to run sinkie land, for the love of the country and nothing else.

If he not morally upright, pay him truck load of hard cash for salary, he will still fall for a bribe or free sex offer. It is not true that a high pay civil servant or Minister is not immune to bribery. Rather, the laws presume every one is innocent until caught and convicted. You can do anything you want but don't get caught. So, is there corruption in Singapore?
 
nothing is reported or even end up in the news. i know a civil servant who owes 160k. make a guess what will happen years down the road
