So, the PAP says they are building ahead in anticipation of the rise in population.
6.9 million is not the target, they say. What is the target?
If they don't hit their 'secretive' target, what do they do? There will be underutilized hospitals, public transits ...are they going to raise charges to make up for the shortfall?
Or is the PAP just going to make sure the target of 6.9 million is met and exceeded?
