Six nabbed in connection with Bt Panjang gang fight

SINGAPORE: Police have arrested six people, aged between 15 and 23 years, in connection with a gang fight at Bukit Panjang on Monday night.

The alleged assault took place at about 10pm at Block 418, Fajar Road where a 20-year-old man was slashed and later hospitalised.

Not long after, the group of attackers, some armed with choppers, rained blows on six others near a basketball court at Jelapang Road some 400 metres from the first site.

Police added investigations so far do not indicate that the Bukit Panjang attacks are related to the murder case at Downtown East that happened on 30 October.

It has also been found that the Downtown East case was connected to gang-related disputes involving the deceased, victims and assailants, and not from a staring incident as reported earlier.

Police added that 19 young men between 17 and 22 years old were arrested at the Subordinate Courts on Wednesday. They are believed to be gang members.

Director of the Criminal Investigation Department, Senior Assistant Commissioner of Police Ng Boon Gay, said: "Youth offenders involved in violent crimes must be warned that they will not be treated lightly simply because of their age. There is no excuse for violence and no leniency for those who disregard the law. All gang behaviour will be dealt with firmly and decisively, including taking action against those who turn up at the courts in force as a show of support for their fellow gangsters. They will face the full brunt of the law, including the Criminal Law (Temporary Provisions) Act."

Youth gangs getting out of hand: Police not as tough as before?

Youths involved in illegal gang activities seem to have become more violent and daring, says STOMPer Matthew, in response to news of recent gang fights which occurred at Downtown East and Bukit Panjang.

In the Bukit Panjang case, eight youths attacked innocent bystanders with parangs and metal rods on the evening of November 8.

The attackers, who injured seven people, were heard yelling gang slogan "sah lak kau", which means 369 in Hokkien.

In a similar case just over a week before, four youths were heard shouting the same slogan before slashing 19-year-old Darren Ng to death in front of a large crowd at Downtown East.

Is this spate of events a signal that police need to come down harder on gangsters? STOMPer Matthew thinks so, pointing out that gangs were dealt with more severely in the past.

Perhaps harsher sentencing needs to be imposed to act as a deterrent against illegal gang activities.

Matthew says:

"All these reports of teenagers and young adults joining gangs show that they are getting out of hand.

"During my time, gang members had a tougher time with the cops.

"A strong deterrent message needs to be sent.

"Any gang member irrespective of age should be made to serve jail time for a minimum of one year or better yet, get mandatory caning sentences.

"Let's see who would still want to be a gang member".

SINGAPORE : The recent spate of attacks on youths by fellow teens is the work of dangerous but disorganised teen gangs, according to experts who work closely with troubled youths.

They say such attacks do not appear to be the work of organised gangs, and a false sense of bravado is driving some to acts of violence.

Wind Chan is the proud owner of a newly-opened pet shop. He recently got engaged, but life has not always been rosy for the 29-year-old.

At the age of 12, he joined a gang operating in Little India.

He said: "I couldn't study, I couldn't make friends in school. They were all studying more than me and I couldn't get any self-worth, so I stepped out of school and joined the (secret) society.

"After that, I had lots of friends who were like me and I was very comfortable."

The law eventually caught up with him and he served time twice.

Wind was released from prison last year after serving six years for gang-related charges. His time in prison served as a wake-up call and Wind was determined to turn his life around.

Now a church worker who deals with troubled youths, Wind said that gangs today are disorganised.

This is unlike the past where gangs abided by certain codes of conduct and were controlled by a headman.

Wind said: "There's no reason behind it - they just want to fight, want to show (their strength)."

The view is shared by former police officer Lionel de Souza, who gave some reasons why teens pick fights.

Mr de Souza said: "He wants to show that he's not a 'softie' - 'I'm a tough guy.' So if there's a fight, he will try to be more vicious than the others and it's like a domino theory - when one becomes vicious, the others will hysterically join in."

Mr de Souza said the community, especially schools, can play a big part in helping youths who are at the fringes.

Following the recent teen gang-related attacks, some are calling for stronger action and more police patrols.

The police say they are working closely with grassroots organisations to address these concerns.

But experts say besides enforcement, the community has a role to play in spotting troubled youths early.

At the upcoming Parliament sitting on November 22, concerns over the recent attacks on youths in Singapore will be raised.

Government Parliamentary Committee Chairman for Law and Home Affairs, Alvin Yeo, said he wants to know if there has been a rise in gang-related activities in Singapore and the steps being taken to curb them.

Police arrest 3 more Bukit Panjang rioting suspects


SINGAPORE: Police have arrested another three male suspects, aged between 19 and 49 years old, in connection with the two cases of armed rioting which occurred at Bukit Panjang housing estate on Monday.

The latest arrests on Friday included the driver of the getaway vehicle and two key suspects who had played an active role in the attacks.

Police have also recovered 13 knives that were believed to have been used during the attacks.

Since the attack, the police have arrested a total of 15 suspects.

The arrested persons are currently under investigation.

Director of the Criminal Investigation Department Ng Boon Gay said the police would continue investigation until all those who were involved in the attacks have been brought to justice.

He said the police are taking a tough stance on this and would ensure those who blatantly disregard the law are dealt with to the fullest extent of the law.

SINGAPORE: Police have picked up 40 suspected gangsters in an islandwide blitz.

Speaking at a media briefing on Friday, Home Affairs and Law Minister K Shanmugam said the islandwide sweep will continue over the next few weeks.

He added that the police will not hesitate to use the Criminal Law (Temporary Provisions) Act if necessary.

The Act allows suspected criminals to be detained without trial and is used largely in cases relating to secret societies, drug trafficking and loan-sharking.

Mr Shanmugam said the Act is a powerful tool for the police, adding that "along with great power, comes great responsibility".

Recent gang-related incidents have caused public concern.

Mr Shanmugam stressed that the two recent incidents - one at Downtown East and the other at Bukit Panjang - were not racially motivated.

He said the police would deal with these senseless acts of violence effectively and warned that those involved would face serious consequences.

He added: "The police will come down hard on gang members who resort to violence and criminal activities regardless of the age. Being of young age doesn't shield you from the full brunt of the law.

"Criminal record is not something that can be easily erased and serving time in prison is also not easy, so be warned and stay away from gangs."

Police are using various strategies to handle street gangs, including giving talks at schools.

Authorities said the kind of gangs now is different from the ones in the 1950s and 60s. Street gangs nowadays are less structured and organised.

DSP Davin Ng, head of the Secret Societies Branch of the Criminal Investigation Department (CID), Singapore Police Force, said: "Traditional gangs tend to have a very specific goal. They come together for a common goal to earn money through illicit activities.

"But for street corner gangs, they come together just for companionship - a false sense of security which they don't find, probably, at home and they get into fights for no apparent reason."

The police have arrested another three suspects in connection with the Bukit Panjang gang incident. 13 knives have been recovered.

The latest arrests included the driver of the getaway vehicle and two key suspects who played an active role in the attacks, giving a total of 15 the number of suspects arrested.

Darren Ng was part of gang

DARREN Ng was a member of a gang that was going to meet a rival gang at Downtown East on Oct 30, when he was fatally slashed.

This was revealed by Home Minister K Shanmugam at a police briefing on Friday.

In his first comments following two gang assaults in two weeks, Mr Shanmugam said that the attack on Ng was not a random assault but a gang fight, with two gangs seeking revenge on each other.

Likewise, the Bukit Panjang slashing was also sparked off by a fight between two gangs.

Nearly 40 suspected gang members have been arrested by the police in connection to the two cases.

Gangs recruit teens in Bukit Panjang

GANG members have been recruiting fresh blood into their ranks outside school premises.

This was revealed in a police briefing on Friday.

RazorTV asked residents of Bukit Panjang, where two armed attacks occurred on Monday, if they noticed gangs in the schools.

Some said they have seen or heard of gangs recruiting outside secondary schools in the neighbourhood.

Mr Alex Lim, a former gang member and now a youth mentor, said that gangs usually recruit people from secondary schools, video game arcades, void decks or shopping centres.

Four more youths arrested in gang crackdown

SINGAPORE: Four more youths have been arrested as part of the ongoing police clampdown on gangs.

The four - two boys and two girls - are between 14 and 18 years old.

They were found with offensive weapons when they were arrested at Coasta Sands Chalet in Pasir Ris at about 12.05am Saturday.

One of them was found with a kitchen chopper hidden under his shirt. Another chopper was recovered from the handbag of one of the girls.

The four are believed to be involved in gang activities. All will be charged in court on Monday.

If convicted, they could be jailed up to three years and given up to six strokes of the cane.

The Commander of Bedok Police Division said: "Police will continue with our enforcement actions against gangs. Youth offenders will not be treated lightly simply because of their age and there will be no leniency for those who disregard the law. All gang behaviour will be dealt with firmly and decisively by the Police."

Police are stepping up enforcement on gang-related activities after vicious attacks in Pasir Ris and Bukit Panjang left one teen dead and several others injured.

This is a deep rooted problem, some resale HDB residents brought previous gangsters homes and moved in next to AST gangsters.

How bad it was? Well in the early 1990s the gang members only by one particular brand of computers "AST" for the home. Why? No prize for guessing.

The Angs kept the area peaceful and orderly so much so that the policemen covering that area were instructed to let the Ang heads handle any problems or cases that happen..... the heads will then have coffee with the duty SIO and submit their reports.
