SINGAPORE - The first known ISIS recruitment video featuring a fighter from Singapore has surfaced on social media, and the Ministry of Home Affairs confirmed on Sunday (Sept 24) that security agencies have been monitoring his activities.

The Ministry identified him as Megat Shahdan Abdul Samad, 39.

It said he left Singapore in 2014 to work in the Middle East, where he was believed to have been radicalised.

"He subsequently made his way to Syria to join ISIS' ranks. He is believed to still be with ISIS in Syria," the ministry added.

The video was released by Al Hayat Media Centre, the media wing of terror group Islamic State in Iraq and Syria (ISIS), and shared by sympathisers of the group from South-east Asia. It shows a fighter dressed in desert fatigues and identified as "Abu Uqayl from Singapore".

In the 3min 30second-long video, seen by The Straits Times, a group of three fighters, including Abu Uqayl, are loading artillery rounds onto a truck in what is believed to be ISIS-held territory in the Middle East.

The video was first flagged by social media sites SMRT Feedback and observer+.

It is believed to be part of a series of videos titled Inside the Caliphate. Earlier videos have sought to appeal to Muslims in South-east Asia to migrate to Marawi in the southern Philippines to fight for ISIS.

Speaking to the camera in English with a South-east Asian accent, Abu Uqayl praised fighters in "East Asia" - which includes South-east Asia - and called on them to "sacrifice all that is precious".

He then urged extremists elsewhere to join the East Asian fighters, or to travel to the Middle East to fight with ISIS fighters there.

He also addressed Britain's Prince Harry, who visited Singapore in June this year to promote social causes.

"To Harry, you come to Singapore and tell such stories to gain sympathy for the London terror attacks?

"Why don't you come here and fight us if you are man enough? So we can send you and your Apaches to hell fire."

Home Affairs and Law Minister K. Shanmugam said in a Facebook post on Sunday that the Internal Security Department (ISD) had been aware of Megat Shahdan's activities, and had talked about him to community leaders.

The Ministry also urged anyone who is in contact with him or knows of anyone in touch with him to report it to the authorities.

"The Government takes a very serious view of anyone who supports, promotes, undertakes or make preparations to undertake armed violence, regardless of how they rationalise such violence, or where the violence takes place," it added.

Mr Shanmugam added that so far, ISD has moved early to deal with those who showed signs of radicalisation in Singapore.

"Over time, we must assume more of this will happen. We have to think of ways of dealing with radicalisation of Singaporeans, that could take place outside Singapore, particularly in countries where the possibilities of radicalisation are higher," he added.


It is estimated that over 1,000 South-east Asians have travelled to the Middle East to fight for ISIS. Among them are at least two other groups of Singaporeans.

One, Haja Fakkurudeen Usman Ali and a manager in a Singapore supermarket, was 37 when he took his wife and three young children in early 2014 to Syria, where they are still thought to be.

The other, a Singaporean woman living in Malaysia who has not been named, was 47 when she went to Syria that same year with her 37-year-old Malaysian husband, and her son and daughter from a previous marriage.

ISIS had set up a South-east Asian unit, Katibah Nusantara, which groups fighters from the region and produces propaganda videos mainly in Malay and Bahasa Indonesia. But it has also been active in producing videos in English.

The problem with our authorities is they don't allow our press to publish the names of Singaporeans who have gone to Syria to fight to please the Muslim community.

In the West, the papers will publish the names and people become aware and take steps to stop those who have been associated with these people. There is also pressure on Muslim community to their house in order.

Until the Eurasian convert revealed about the idiot preacher from India, not a single Malay and Indian Muslim who attended the sermons mentioned anything, so we have a problem.

Despite this lack of ownership by the community, we handed over the Presidency to the community.

Russia's Lt. Gen. Asapov, who helped Syrian forces during the operation to lift the blockade of Deir ez-Zor, died as a result of Daesh shelling, the Russian Defense Ministry said Sunday.

Lt. Gen. Valery Asapov died after sustaining a "fatal injury" in the "sudden Daesh mortar shelling," the ministry said.

"Lt. Gen. Valery Asapov died in the Syrian Arab Republic as a result of the Daesh shelling," the statement said.

The ministry specified that Asapov was a member of the group of Russian military advisers providing Syrian commanders with assistance during the operation aimed at the liberation of the city of Deir ez-Zor.

According to the ministry, the deceased serviceman will receive a state award posthumously.

In early September, the Syrian government troops, backed by Russian airstrikes, broke a three-year Daesh blockade to the west and south of Deir ez-Zor. On Monday, the Syrian Army crossed the Euphrates River with the support of the Russian Aerospace Forces near Deir ez-Zor, knocking militants out from a number of settlements, and are currently developing an offensive eastward.

The use of English by Singaporean Megat Shahdan Abdul Samad in a recruitment video published by the Islamic State in Iraq and Syria (ISIS) is a matter of concern.
The video surfaced on Sunday and featured 39-year-old Megat Shahdan, under the name of "Abu Uqayl", reportedly attempting to recruit fighters and urging followers to commit violence in this region.

Mr Jasminder Singh, a senior analyst at the S. Rajaratnam School of International Studies (RSIS), told The New Paper that someone like Megat Shahdan was a "prized possession" for ISIS, due to his ability to converse in English.

ISIS has rarely been able to tap on such a resource. Mr Singh said: "When you have someone speaking English, he is speaking a global language with a wider appeal.

"So as their so-called caliphate crumbles in the Middle East, the group can still try to get their numbers up elsewhere. There is a worry about what the video signifies."

In a statement on Sunday, the Ministry of Home Affairs (MHA) revealed that Megat Shahdan, who left Singapore in 2014 to work in the Middle East, was believed to have been radicalised while there.

Mr Remy Mahzam, an associate research fellow also from RSIS, echoed Mr Singh's views.

"If you look at previous ISIS spokesmen (being used for this region), they have had problems speaking English," he said.

"Those from Malaysia speak Malay and those from Indonesia speak Bahasa. English is a universal medium that they can use."

Mr Remy expects ISIS will use what is happening in Myanmar's Rakhine state and conflicts in the region, such as the fighting in the Philippine city of Marawi, as recruitment tools, as the group seeks to bolster numbers after losing ground in Iraq and Syria.

The vice-chairman of the Religious Rehabilitation Group, Dr Mohamed Ali, told TNP that the threat of radicalisation is far-reaching and the ability of terror groups to recruit Singaporeans and use them to spread its message reflects the danger of exclusivist and extremist ideals.

He said: "It can happen to anyone. One of the successes of extremist groups is how they can influence and recruit people from all backgrounds and profiles. Anyone is vulnerable and this is something we must be aware of."
