Macau’s weather forecasting chief has resigned amid growing criticism against the government’s poor response to the deadly typhoon on Wednesday, where eight people were killed and more than 200 injured in the city.

The city’s chief executive, Fernando Chui Sai-on, apologised and announced the resignation of Fong Soi-kun, director of the Meteorological and Geophysical Bureau, at a press conference on Thursday evening, where top officials gave details of the support measures for affected residents.

Chui expressed his condolences to the families of those killed in the storm.

“Typhoon Hato is the strongest storm in 53 years and has caused massive damage,” he said.

“What is more distressing is that eight residents are dead, and more than 200 residents were injured. Once again, on behalf of the Macau Special Administrative Region government, I offer my deepest condolences to the victims and their families.

“These days we have faced a very big challenge ... the destruction is catastrophic ... In the face of the disaster, we have to recognise that what has been done was not enough. And there is room to improve. I apologise sincerely on behalf of the government.”

The eight deaths in Macau, including the two men whose bodies were found in the Classic Bay car park, Rua da Ribeira, took the regional death toll to 12, including four killed in Guangdong province. There were no fatalities in Hong Kong.

Macau also struggled with a massive power failure for nearly 24 hours, but Chui said the supply was almost fully restored by Thursday evening.

Hato has left a trail of destruction, with streets filled with massive piles of rubbish, dead fish, furniture, torn down billboards and scaffolding, as several uprooted trees and shuttered windows still lay on the streets on Thursday evening.

In Patane, the area where two people died in a car park, the Post saw relatives performing a passage ritual, and neighbours complained about the lack of warning from the government.

“We lost two neighbours. They used to come to my shop ... We are very upset with the government,” said Chrystal Chan, 40, a grocery shop owner. “They should have warned us before this happened, so we could have prepared,” she said.

Chan said the two dead were trying to fix the building’s car park water gate when they were caught by torrential water. “They wanted to make sure everything was OK and they were caught by surprise,” she said.

Recalling the scene on Wednesday, Chan said: “the water was very fast and strong. It was just like a tsunami.”

Today’s situation has shown little improvement. “Now we have no water, no electricity, no internet ... it’s like this for over 24 hours,” she said. “The government just said sorry and [gave] no explanation.”

Chan said she has lost between 1 and 2 million patacas due to the typhoon.

Another resident also criticised the inefficiency of the government. “The residents of Macau are frustrated and powerless in the face of such a tragedy,” said IT engineer Gilberto Camacho, 39.

“Now the main problem we are facing is a lack of both running water and drinking water. I don’t have water at home and there is no bottled water in the supermarket, the Macanese man said.

The Post saw more than a dozen people queuing up to get access to a firefighter’s water hydrant.
