The Chinese people “have every right to be outraged” by the new $1.4 billion US arms deal with Taiwan, Beijing has said, arguing that the sale means the Trump administration is contradicting earlier statements on maintaining peace in the region.

Washington has made the “wrong decision to sell arms to Taiwan in disregard of China's strong representations,” reads a statement released on Friday by the Chinese embassy in the US.

On top of violating several joint communiques, the deal “grossly interferes [in] China's domestic affairs, jeopardizes China's sovereign and security interest and undermines China's efforts to realize national unification,” the embassy says. “The Chinese government and Chinese people have every right to be outraged,” it adds.

The weapons sale, announced by Washington on Thursday, requires congressional approval, and comes two years after President Barack Obama announced a $1.83 billion arms sale to Taiwan.

The current arms deal includes maintenance support for early-warning radar, high-speed anti-radiation missiles, torpedoes and missile components. Previous US arms packages also included two navy frigates as well as anti-tank missiles and amphibious attack vehicles.

“The wrong move” undertaken by the Trump administration came into conflict with “the consensus reached by the two presidents in Mar-a-Lago and the positive development momentum of the China-US relationship,” the embassy asserted, urging the US to reverse the deal.

China considers Taiwan a renegade province that must be united with the mainland. Beijing insists that the world community stick to the ‘One China policy’, meaning that countries seeking diplomatic relations with the People's Republic of China must break official ties to Taiwan, and vice versa.

The arms sale by the US sends “a very wrong signal to the ‘Taiwan independence’ forces and harms the cross-Straits peace and stability,” the embassy statement argued. “The US has repeatedly said that it has profound interest in maintaining peace and stability across the Straits. However, its deeds contradicted its words.”

China's Defense Ministry said on Friday that Taiwan was the “most important, most sensitive core issue in Sino-US ties,” also urging the US to end such sales to avoid further damaging peace and stability in the region, according to Reuters.

The US State Department has defended the deal, saying it will have no ramifications for Washington’s stance towards Beijing.

“It shows, we believe, our support for Taiwan’s ability to maintain a sufficient self-defense policy,” said Heather Nauert, a State Department spokeswoman. “There’s no change, I should point out, to our ‘One China policy.’”

Relations between Beijing and Taipei deteriorated recently when Taiwan last year elected Tsai Ing-wen, a leader from an independence-leaning party. In response, China has increased diplomatic pressure and suspended contacts with the island’s government.

Despite his election campaign promise to counter China, President Donald Trump agreed to respect the ‘One China’ policy during an April meeting with his Chinese counterpart. However, the Trump administration has since demanded that Beijing put more pressure on North Korea to rein in its nuclear and missile programs.

Also on Thursday, the US announced sanctions against a Chinese bank for alleged money laundering on behalf of North Korea. The restrictions also extended to two Chinese citizens as well as a shipping company for allegedly helping Pyongyang's nuclear and missile programs.

　　根据俄罗斯《军工信使》周报网站在6月中旬发布的消息称，印度尼西亚计划从中国购买WS-43巡飞弹系统。这种“巡飞弹”是一种基于火箭炮系统研发的新型武器，现在全球都知道中国在研发火箭炮领域具备里程碑式成绩。但是，火箭炮毕竟受制于成本和出口射程限制，而且还面临越来越多的拦截。而中国火箭炮正在利用其它手段突破相关难题，比如与无人机技术结合的”巡飞弹“就是一种极佳的尝试。

　　这种名为WS-43的巡飞弹，是一种专门为出口研发的型号，射程在20到60公里，可以巡航超过30分钟，最大飞行300公里/小时。最主要是采用GPS复合制导技术，同时拥有20公斤的有效载荷能力，可以搭载包括反辐射弹头、杀伤弹头等多种模块化武器。一般一个营能够拥有6辆发射车，一共25套发射集装箱，理论上至少携带90枚“巡飞弹”。不过，通常WS-43巡飞弹是和WS-22 122毫米火箭炮和WS-33 400毫米火箭弹结合起来混装，组成一套联合作战系统。这其实无形中拓展了中国火箭炮的射程和打击能力。

　　环顾全世界，目前使用火箭炮发射无人机的国家只有两个，一个是俄罗斯、一个是中国。而且，俄罗斯的炮射无人机只是一种侦查使用，并不具备更换弹头和二次挥手的能力。而WS-43巡飞弹可以进行至少2次的回收作业，这无疑降低了用户的成本，同时利用巡飞弹的拓展，使得火箭炮的打击方式更为灵活。虽然现代火箭炮已经可以实现100米内的打击精度，但是毕竟那是针对固定目标和面目标，面对移动目标和单个目标没有特别好的办法。

　　“巡飞弹”的出现恰恰解决了这个难题，但是武器学界一直没有对这种武器下绝对定义，毕竟它是无人机、火箭炮等传统产品的跨界衍生品，这就给了中国无限的机会。甚至连俄罗斯都在跟中国展开相关技术合作，因为这类技术只有中国掌握。可以说这一技术有些”丧心病狂“，把无人机、导弹、火箭炮融合到一个产品上，居然还能出口！尤其是在中国颇为擅长的远程火箭炮领域，如果中国说自己是第二，那么无疑谁也没办法称第一。

Was watching CNA & many Hongkies are frighten that they will lose their identity & special rights that was agreed between China & the Brits. The agreement was that for 50 years after 1999, Hong Kong would enjoy.

So if any party signs any agreement with the Chinese gov't they cannot be sure that the chinese will honor the agreement.

China says legally binding Hong Kong handover treaty with Britain has 'no practical significance'



China appeared to dramatically consign Britain’s responsibility to Hong Kong to history on Friday by saying a treaty signed by Margaret Thatcher which paved the way for the handover and guaranteed freedoms in the city had “no practical significance.”

The surprising remarks, which came on the eve of the 20th anniversary of the handover of the former British colony to China, relate to the 1984 joint declaration, which guarantees Hong Kong’s legal autonomy from the mainland.

The agreement established ‘one country, two systems’ for Hong Kong, giving the city freedoms and rights that are not enjoyed on the mainland for 50 years after the 1997 handover.

Britain says that as a signatory to the agreement it is legally bound to uphold those freedoms – a position that is often repeated in Hong Kong as concerns grow that Beijing’s grip is tightening.

But hours after Xi Jinping, the Chinese president, oversaw a defiant military parade during a visit to Hong Kong, an official in Beijing said that two decades after the city had returned to the “motherland’s embrace” the bilateral treaty had become redundant.

‘The Sino-British Joint Declaration, as a historical document, no longer has any practical significance,” foreign ministry spokesman Lu Kang said.



“It is not at all binding for the central government's management over Hong Kong. The UK has no sovereignty, no power to rule and no power to supervise Hong Kong after the handover."

Beijing regularly responds to overseas criticism over its interference in Hong Kong legal autonomy by saying that it is the 'internal' affairs of China.

However, officials have not previously outright rejected the joint declaration.

A British Foreign office spokeswoman said on Friday: “It is a legally binding treaty, registered with the UN and continues to be in force. As a co-signatory, the UK government is committed to monitoring its implementation closely.”

British Foreign Secretary Boris Johnson said on Thursday that Britain's commitment to Hong Kong, enshrined in the "treaty", was "just as strong today" as it was 20 years ago.

Phillip Hammond, Britain’s previous top diplomat, last year accused China of committing a “serious breach” of the treaty following the abduction of five booksellers from the city.



Anson Chan, who was Hong Kong’s most senior civil servant during the handover in 1997, previously told The Telegraph that Britain “has a moral and legal responsibly (to Hong Kong) as the co-signatory to the joint declaration.”

China’s apparent rejection of the treaty would heighten anxiety in Hong Kong, where President Xi continued his three-day visit on Thursday by inspecting the largest military parade to be held in the city since it was returned to Beijing’s rule.

That unmistakable statement of authority came as protesters prepared to take to the streets for the annual July 1 handover demonstrations.

Hong Kong was under a heavy security lockdown with more than 11,000 police deployed to “protect” Mr Xi and first lady Peng Liyuan, local media reported.

Among the measures taken by local officials is glueing bricks into the pavements to prevent them being used in potential clashes between protesters and police.
