The threat of a “nuclear weapon detonation event,” be it accidental or deliberate, is now the highest it’s been since the end of the Cold War, 26 years ago, a UN agency has warned, saying the risk is rising as relations between nuclear powers deteriorate.

With over 15,000 nuclear weapons possessed by nine states, the world now appears “full of potential for catastrophe,” warns a comprehensive study from the UN Institute for Disarmament Research (UNIDIR).

“The threat of a nuclear weapon detonation event in 2017 is arguably at its highest in the 26 years since the collapse of the Soviet Union,” said the research paper composed by several reputed scholars and disarmament experts.

Nuclear deterrence was, and still is, the backbone of the military strategies of many world powers. Overall, nine states – the US, Russia, China, the UK, France, India, Pakistan, North Korea, and Israel – possess more than 15,000 warheads, and global investment in the modernization and development of new, more capable and mobile nuclear weapons continues to rise.

One of the major factors threatening global security is the current state of US-Russia relations, the researchers argued.

“The return of Cold War-like confrontational postures has hindered international cooperation and confidence-building,” the paper said.

After Crimea’s reunification with Russia, the US quadrupled the budget for its European Reassurance Initiative to $3.4 billion in February of 2016, saying it was specifically intended “to deter Russian aggression.” Moscow, in turn, has deployed troops and weapons, including short-range Iskander missiles, in its westernmost enclave, Kaliningrad, in response to NATO’s massive military buildup along its borders

Comparing today’s security environment to that during the Cold War, the authors argue that the bipolar world appeared to be more predictable, and therefore more secure. The so-called mutually assured destruction (MAD) principle proved sustainable, unlike “current geopolitical complexities and expanded club of nuclear actors [which] exacerbate the inherent dangers of nuclear deterrence.”

The study comes as the US is launching a massive trillion-dollar program to modernize, support, and maintain its nuclear air-land-sea triad over the next 30 years. The colossal sum will be spent upgrading certain weapons systems, such as Minuteman III missiles first deployed 40 years ago, and the US Navy’s fleet of 14 Ohio-class nuclear submarines, according to Bloomberg.

In addition, the US Air Force has selected Northrop Grumman to develop and build a new long-range bomber to replace the Eisenhower-era B-52 at a projected cost of $80 billion. In the meantime, the Pentagon has begun preparing its latest Nuclear Posture Review, which could see the US turning back to confronting near-peer countries like Russia.

The 2010 review, which was written during the Obama administration, stated that “Russia and the United States are no longer adversaries” and listed nuclear terrorism as the biggest security threat. However, given how hostile relations between Moscow and Washington have recently become, this year’s document is expected to take a different stance.

Aside from uneasy relations between the US and Russia, the UNIDIR report cited the recent flare up in tensions on the Korean peninsula, where North Korea and the US continue to raise the stakes by flexing military muscle.

The White House has threatened to solve the “North Korean problem” with or without international support and sent the USS Carl Vinson strike group to the region. This has prompted an angry response from Pyongyang, which has promised to retaliate for an invasion with all means available, including nuclear weapons.

The report doesn’t see a reduction in America’s nuclear arsenal as a solution to worldwide nuclear tensions, however.
“Any weakening of the United States’ nuclear umbrella could spur further adventurism by adversaries and proliferation by allies,” the report claimed.

“Nuclear deterrence works – up until the time it will prove not to work… the risk is inherent and, when luck runs out, the results will be catastrophic,” it warns.

The SAF should get us some nukes. With nukes, we can punch above our weight in the international arena just like Iran and North Korea. We probably can get lots of free trade concessions in our favour too.

Washington (CNN)Russian military aircraft were spotted flying off the coast of Alaska for the fourth time in as many days, a spokesperson for the North American Aerospace Defense Command told CNN on Friday.
The two most recent sightings occurred late Wednesday and on Thursday, with the first involving two IL-38 maritime patrol aircraft and the second involving two Tu-95 nuclear-capable Bear bombers.

Russian aircraft never entered US airspace but US F-22s and Canadian CF-18s jets were dispatched to perform an intercept during Thursday's encounter, according to NORAD.
"Obviously -- we are aware of it," White House press secretary Sean Spicer told reporters on Friday. "This is not highly unusual ... but we monitor everything."
On Thursday, the bombers entered the Alaskan Air Defense Identification Zone 700 nautical miles southwest of Anchorage -- significantly farther from the US coastline than two other encounters that occurred on Monday and Tuesday.
The Alaskan Air Defense Identification Zone is a designated region of international airspace, primarily surrounding the US and Canada, that is meant as a buffer to allow for the identification of aircraft heading towards North America.
While these flights pose no real military threat, US defense officials are taking notice of the high frequency at which they've occurred this week.
There is "no other way to interpret this other than as strategic messaging," one official told CNN.
While the Russians have not conducted flights of this nature since 2015, another senior defense official stressed that they are "not a concern" and attributed the uptick to a recent lack of available Russian aircraft and need to boost training.
"We haven't seen this sort of level of activity for a couple of years," said John Cornelio, a NORAD spokesperson, though he emphasized it was not "unprecedented" or "unusual."
This "shows the value of NORAD and that binational US and Canada relationship," he said, pointing to the two nations working together to identify and intercept the Russian long-range aircraft.
Earlier in the week, US defense officials called recent sightings of the bombers "nothing out of the ordinary" -- itself an indication that both nations are toeing the line between routine military posturing and escalating provocation.
On Monday, US F-22 fighter jets intercepted two Russian bombers in international airspace 100 miles from Kodiak Island, Alaska. A US military official called the interaction "safe and professional."

For the second time since June, Russian nuclear bombers escorted by fighter jets have flown near U.S. and Canadian airspace around Alaska in recent days, prompting precautionary intercepts by American warplanes.

The encounters come amid Russian war games along the border with eastern Ukraine, raising Western concerns that Moscow might invade to support pro-Moscow separatists battling the Kiev government since spring.

A U.S. air command official acknowledged at least 16 Russian forays around Alaska and northern Canada in the past 10 days, describing them as routine training missions. One intercept spotted a Russian spy plane among the Tupolev Tu-95 “Bear” bombers and Tu-142 reconnaissance and anti-submarine aircraft.

Between Tuesday and Friday, Russia nightly flew warplanes, including a pair of nuclear-capable Tu-95 Bear bombers, into the U.S. air defense identification zone (ADIZ). On Wednesday night, Russia flew two IL-38 anti-submarine planes into the U.S. ADIZ. On the other three nights, Russia flew the bombers. In response, U.S. and Canadian fighters intercepted the bombers on two of those nights. Russia is likely trying to intimidate President Trump and the American people on a number of issues.

Earlier this month, Trump ordered a cruise missile attack on Russia’s ally, Syria, for its alleged use of chemical weapons. Trump is also threatening Russia’s ally North Korea for its nuclear weapons development. On the back-burner is the Trump Administration’s criticism of Russia’s ally China, including China’s aggressive actions on the South China Sea, East China Sea, Himalayas, Taiwan, and in support of North Korean missile development.

The Carl Vinson Carrier Strike Group, including an aircraft carrier, two destroyers and a guided missile cruiser, is currently past Indonesia and moving toward the Korean Peninsula. Some experts think Trump could launch an attack on the North’s nuclear and missile development sites if North Korea fails to make dramatic moves toward denuclearization.

The White House and Russia’s embassy in Washington sought to downplay the Russian flights. Nevertheless, they act as rare veiled nuclear threats, a form of nuclear brinkmanship last utilized by Russia against the U.S. in 2015.

Any nuclear threat must be taken seriously. The Russian flights are, above all, indicators of Russian intentions. That Russia would threaten the U.S. with nuclear weapons is a tragedy. That Russia would do so to prop up authoritarian leaders as morally bankrupt as Assad or Kim Jong Un is telling. The flights prove a lack of coordination between President Putin of Russia, and President Trump. Any hope that President Trump might have been warming to Russia to better deter China is now dashed.

Unfortunately, the nuclear-capable flights confirm that Putin cannot be trusted. As long as Russia is an autocratic country, it should never be seen as a reliable ally, even against Islamic State or China . And, Russia should be told unequivocally that America will never be intimidated. Hopefully the U.S. and allied fighter jets sent up against the Russian bombers conveyed that message.
