In Singapore, there are political appointmenst of Parliamentary Secretary
/ Senior Parliamentary Secretary (政務部長 / 高級政務部長) and Minister
of State / Senior Minister of State (政務部長 / 高級政務部長) for each ministry
to aid the minister and the PermSec (Permanent Secondary﹐ 常任秘書).

I remember in old days, there were only Parliamentary Secretaries﹐ when

come about?
