There's no real need for your jiat hong & jiat liao bee ministars to fly all the way to Finland to study its educational system.

Your ministars can just issue a directive to Zikapore's ambassador accredited to Finland to carry extensive studies of Finnish educational system and come up with recommendations. Moreover your ministry for foreign affairs is staffed with many returned diplomatic personnel who've done their tours in Scandinavia. Please don't tell me they are incapable of advising your jiat hong ministars on the pros and cons of Finnish educational system.
