TAIPEI: One person was killed and another three injured after a Taiwanese warship mistakenly launched a supersonic "aircraft carrier killer" missile on Friday (Jul 1), the defence ministry confirmed.

The domestically developed Hsiung-feng III (Brave Wind) missile flew about 75 kilometres (45 miles) before hitting a fishing boat and plunging into waters off Penghu, a Taiwanese-administered island group in the Taiwan Strait.

The navy said it was not immediately clear how the missile, which has a range of 300 kilometres, had come to be launched, but suggested it could have been due to human error.

"Our initial investigation found that the operation was not done in accordance with normal procedure," Vice Admiral Mei Chia-shu told reporters, adding that an investigation was under way.

The missile was fired during a drill at around 8.10 am (0010 GMT) from a 500-tonne missile ship docked at a naval base in the southern city of Tsoying and flew in the direction of China.

Helicopters and navy ships were sent to search for the missile, Mei said, adding that the military had reported the gaffe to the island's top security body, the National Security Conference.

Taiwan's Mainland Affairs Council, which handles China policy, declined to say whether the incident had been reported to Beijing.

Official communications between the council and its Chinese counterpart have effectively been frozen by Beijing over Taiwan's new government refusing to recognise the "one China" concept.

The tenet, agreed by Beijing and Taiwan's then-ruling Nationalists in 1992, established that there is only one China, but with each side reserving the right to interpret the concept as they see fit.

Analysts said Friday's incident drew attention to how damaging the freeze in communications could prove.

"This event highlights the importance of communications between the two sides... in order to reduce the possibility of any misjudgement," Professor Alexander Huang from Tamkang University told AFP.

"Otherwise, should we wait until a big event happens?"

Ties between Taipei and Beijing have deteriorated noticeably since President Tsai Ing-wen of the China-sceptic Democratic Progressive Party (DPP) was elected in January.

China still insists that self-ruling Taiwan is part of its territory, even though the two sides split in 1949 after a civil war, and has not ruled out using force to bring about reunification.

Beijing is deeply mistrustful of Tsai, whose DPP replaced the China-friendly Kuomintang (KMT) party in government, and has warned her against any attempt at a breakaway.

According to Taiwan's defence ministry there are 1,500 Chinese missiles aimed at the island.

China launched some of the missiles into waters off Taiwan in 1995 and 1996 in an attempt to deter voters in the island's first democratic presidential elections.

HONG KONG — A Taiwan Navy vessel accidentally fired an anti-ship missile during a training exercise Friday morning, and the authorities are investigating whether it caused a fishing boat explosion that killed one person.

The vessel, Chin Chiang, a 201-foot patrol ship, fired the Hsiung Feng III missile, which is designed to destroy ships and has a range of about 185 miles, while undergoing an inspection during the exercise at its base in Kaohsiung in southern Taiwan, a Taiwan Navy official said on Friday.

The supersonic missile flew for about two minutes toward the Penghu Islands, in the direction of China, but did not cross the midway line in the Taiwan Strait between Taiwan and China, said the official, Vice Adm. Mei Chia-shu. He said a search for the missile was underway.

Chen Chu, the mayor of Kaohsiung, said that Taiwan’s Coast Guard rescued three crew members from a Kaohsiung-registered fishing boat on Friday morning, but that the boat’s captain had died.

“The cause of this accident, whether it’s the missile accidentally fired by the military, or an electrical explosion on the fishing boat, is still under investigation,” Ms. Chen wrote on Facebook. “The city government hopes that as soon as the Ministry of National Defense determines whether there’s any connection, it will make it known.”

The missile was fired on the day that China was honoring the 95th anniversary of the founding of the Communist Party. China considers Taiwan to be part of its territory that must eventually be unified. China has put increasing pressure on Taiwan in recent weeks after Tsai Ing-wen took office as president of Taiwan. She is far more cautious toward cross-strait ties than her predecessor, Ma Ying-jeou.

Ms. Tsai, who is also commander in chief, was on a state visit to Paraguay, one of the few nations that recognizes Taiwan and the only one in South America that does, when the missile accident occurred.

Admiral Mei said that Taiwan’s Navy has no direct communication links to China’s Navy and so relayed information about the launch to the Ministry of National Defense to contact the Chinese side.

This is heavenly Omen for 蔡英文. A unification war will be triggered within her term. Resulting huge losses on Taiwanese side.

The missile is Taiwanese own development, and proven now to be a failure because it made complete penetration of fishing boat near 澎湖, but it's warhead did not detonate inside the target after impact, instead it flu through the boat for much further distance and blasted in the sea.

If detonation was correctly happening the little boat would had been exploded up and sank, because this missile was meant to sink an aircraft carrier.
