Does he have a steersman, helmsman license or a Certificate of Competence qualifications?
These are the requirements set by MPA for a person to navigate a boat or a small vessel..

It is fibre-glass cabin cruiser with one room with four bunk beds, a lounge area, upper deck and has railings all round.
My friend has a Pleasure Craft Licence issued by the MPA.
The craft is 17m long and 3.70m wide. The height is about 4m.
The boat belongs to him and is custom-built in one of the Indonesian provinces.
In accordance with Indon rules the boat is registered in the name of his Indon buddy.
He has the Boat Surat Akta or Registration Card and a letter from the "owner of convenience" stating that he (the registered owner) has sold the boat to him (local friend of mine). This has been certified by a Notaris.
The boat is hence flying the Indonesian flag.
The weight of the boat is 26 GT.
It comes complete with gen-set, bathroom and toilet (seating WC).
It has
NO Radio Darat or Shore Radio or GPS. This can be fitted in Indonesia as it is cheaper there due to the weak Indon rupiah.
