SINGAPORE - In an effort to heighten excitement levels, the S-League will increase the foreign player cap for each club from four to five from next season.

Speaking to The New Paper yesterday, S-League chief executive officer Lim Chin said that the proposal was approved by the league's stakeholders and club chairmen during a meeting last week.

Over the past few seasons, clubs were allowed a maximum of four foreign players registered in the senior side in addition to one foreign player, under the age of 21, registered in the Prime League.

Only four foreign imports were allowed in the match-day squad.

Starting next year, clubs will be allowed to field a maximum of five foreign players at any one time, regardless of age.

In light of the new initiative, Lim said he was aware of the possible drawback - that there will be one less position for a local player in a team.

Said Lim: "I'm sure people will say that we must take care of our local players.

"But we have to consider our finite talent pool and the fact that the Courts Young Lions and the LionsXII teams are taking the cream of the local crop.

"Even with five foreign players in each team, I believe there will still be enough places for local players."

To further improve the quality of the league, Lim said that the S-League will subsidise clubs for marquee player signings.

At the start of this season, the league removed the monthly salary cap of $10,000 for marquee signings and exempted them from taking the mandatory Beep test.

But over the course of the year, no club had exercised the option to sign a "star" foreign player.

Next season, the league will provide subsidies averaging 30 per cent, "depending on the player and the club involved", for clubs to finally bring a star name to the league.

"We found that clubs weren't able to sign a marquee player, either because of a lack of resources or they just weren't motivated to do so," Lim said.

"So, next season, we will take the initiative further and give clubs a little nudge.

"Firstly, we will help them look for the players. If the club find a marquee signing candidate themselves, we will then have a dialogue to determine if he's eligible for the subsidy."

Similar to the Malaysian Super League approach, the S-League will form a panel to assess each marquee signing - based on the player's credentials and other subjective criteria.

Said Lim: "We are still limited in terms of reach - in attracting star players to play here. "We will give player agents a shot and see what players they can bring, but the star players must be value for money.

"If we can't find (such players), so be it. It isn't something we must do."

Not like other sports where it is 80% foreign dominated in which
they(sports administrators) are losing a battle wanting a 70% local vs 30% expat/foreign
participation, which is not possible.
