Tuesday, Jan 24, 2012
The Commissioner of the Singapore Civil Defence Force (SCDF), Peter Lim, 51, has been suspended from work since last month.
Chinese Daily Lianhe Wanbao reported today that he, Central Narcotic Bureau (CNB) Chief Ng Boon Gay and six other SCDF officials are under investigation by the Corrupt Practices Investigation Bureau (CPIB).
Two SCDF officials who hold senior ranks are amongst the six under investigation.
Quoting reliable sources, the paper stated that the case is linked to money and women.
There are no further details on when Mr Ng, who has been in the police force for 20 years, was called in for questioning by the CPIB.
The report added that Mr Lim's use of the official SCDF car has suspended too.
According to a national broadcaster, the Ministry of Home Affairs said that both Mr Lim and Mr Ng are on leave for now.
MHA is due to issue a statement tomorrow.
Mr Lim became the SCDF Commissioner in May 2009 and has been in the SCDF for 24 years.
Local government merit scholar, Mr Ng Boon Gay, 45, was previously in the Criminal Investigation Department (CID) before heading CNB in January last year.

There is almost no official powers that can not be profiteered corruptly. Decision Makers affects interests of all sorts, and they will be tempted to BUY advantages from Decision Makers.

Lee Kuan Yew's strategy is however to BUY 1ST, and BUY SUPREMACY via OUR Tax Dollars, but steer Loyalty Crookedly towards himself and his famiLEE LEEgime.

LKy's called CLEAN SYSTEM is his own Paramount Corruption System manipulated by himself & his famiLEE.

Notice that the new incoming Chiefs have been appointed to take over the appointments permanently, effective 1st Februrary, and not temporarily as acting-Chiefs (which is usually the case during investigations). This means the CPIB investigation has gone deep and far enough to confirm that the two Chiefs currently under investigation, will NOT have a chance of getting their old jobs back.

U.Yap we all know of cronyism and kangaroo court and all those you scratch my back I scratch your back in Singapore. How then can CPIB be investigating this? I mean why would LKY allow this to be made public when they could have solved it quietly by asking them to leave or something without embarrassing the establishment? Your thoughts please.

The Ministry of Home Affairs (MHA) has confirmed that both the commissioner of the Singapore Civil Defence Force (SCDF) and the chief of the Central Narcotics Bureau (CNB) are under investigation due to allegations of serious personal misconduct.
Taking into account the current status of the investigations, both will be relieved from their duties with effect from tomorrow, pending disciplinary proceedings.

In a statement issued this afternoon, the MHA said former SCDF Commissioner Mr Peter Lim Sin Pang and former CNB Director Mr Ng Boon Gay are currently assisting the Corrupt Practices Investigation Bureau (CPIB) in its investigations.
Investigations began in end December 2011 in the case of Mr Ng Boon Gay and in early January 2012 in the case of Mr Peter Lim Sin Pang. Both were placed on leave from their duties when the investigations commenced, with their duties covered by their respective deputies.
Deputy Prime Minister and Minister for Home Affairs and Minister-in-charge of the Civil Service Teo Chee Hean said: "Both officers were placed on leave once the CPIB investigations commenced. We will be interdicting both officers from their duties while investigations are on-going, so that new Heads can be appointed to ensure leadership continuity."
Local government merit scholar, Mr Ng Boon Gay, 45, was previously in the Criminal Investigation Department (CID) before heading CNB in January last year. He has been in the police force for 20 years.
Mr Lim, 51, became the SCDF Commissioner in May 2009 and has been in the SCDF for 24 years.
Commenting on the investigation, DPM Teo said: "'All public officers, regardless of their position or seniority, are expected to uphold the highest standards of integrity and conduct. The Government takes a serious view of public officers who misconduct themselves. Any allegations of misconduct made against public officers will be investigated fully and thoroughly."
Guaranteeing fairness to the officers, he said facts will be established and due process will be followed in accordance with civil service disciplinary processes and the law.
However, he warned that if they are found to have 'abused the trust placed on them', the ministry will not hesitate to take 'firm and decisive action' against them.
Quoting reliable sources, Chinese daily Lianhe Wanbao earlier reported that the case is linked to money and women. The paper also said six other SCDF officials are under investigation, with two of them holding senior ranks.
MHA is unable to comment on the details of the case as investigations are ongoing.
Meanwhile, the ministry has appointed Mr Eric Yap Wee Teck and Mr Ng Ser Song to assume command of the SCDF and CNB respectively with effect from Feb 1, 2012. This is to ensure leadership continuity of both organisations.
Mr Yap is currently the Senior Director of Emergency Services for the SCDF while Mr Ng, who holds the rank of Senior Assistant Commissioner of Police, is currently the Director of Police Intelligence Department.
DPM Teo concluded: "I would like to re-affirm my confidence in our SCDF and CNB officers, who are honourable professionals risking their lives on a daily basis to keep our citizens safe and secure."

Based on Kangaroo historical record of letting off elite gang, do you think these high flyers will also be let off with lenient "warning" or some sort of "home probation?" Already the SLA case took "years" to pass verdict, I wonder if these case will drag on until it dissappear under the carpet. Another note worthy incident to show Wong Kang Seng has been laxed on the job to allow such high officers to exploit systems in their own hand.
