Joe Biden has said the US would intervene militarily to defend Taiwan if it came under attack from China – a statement that is likely to enrage Beijing as concern grows over Chinese military activity in the region.

Speaking in Tokyo on the second day of a visit to Japan, Biden said the US’s responsibility to protect the self-ruled island – which China considers a renegade province – was “even stronger” after Russia’s invasion of Ukraine, in one of the most forceful statements in support of Taiwan in decades.

“That’s the commitment we made,” Biden said, after he told his Japanese counterpart, Fumio Kishida, that Washington backed Japan’s permanent membership of a reformed UN security council and Tokyo’s plans to beef up its security with record levels of spending on defence, as it seeks to counter a nuclear-armed North Korea and an increasingly assertive China.

The US president said that any attempt by China to use force against Taiwan would “just not be appropriate … it would dislocate the entire region and be another action similar to what happened in Ukraine”.

Under the “One China” policy, the US acknowledges Beijing’s position that there is only one Chinese government and does not have diplomatic relations with Taiwan. But it maintains unofficial contacts with Taiwan, including a de facto embassy, and supplies it with military equipment.

“America is committed to a One China policy but that does not mean China has the jurisdiction to use force to take Taiwan,” Biden said, adding, “My expectation is that will not happen.”

Biden’s comments appeared to be a departure from the existing US policy of “strategic ambiguity” on its position on Taiwan, but shortly after he spoke a White House official said: “There is no change in US policy towards Taiwan. As the president said, our policy has not changed.”

The comments are likely to overshadow the centerpiece of Biden’s visit, the launch of an Indo-Pacific Economic Framework, a broad plan providing an economic pillar for US engagement with Asia.

His visit also includes meetings with the leaders of Japan, India and Australia, in the “Quad” group of countries.

Tokyo (CNN)President Joe Biden said Monday that the United States would intervene militarily if China attempts to take Taiwan by force, a warning that appeared to deviate from the deliberate ambiguity traditionally held by Washington.

The White House quickly downplayed the comments, saying they don't reflect a change in US policy. It's the third time in recent months -- including during a CNN town hall in October -- that Biden has said the US would protect Taiwan from a Chinese attack, only to have the White House walk back those remarks.

During a joint news conference with Japanese Prime Minister Fumio Kishida in Tokyo, Biden was asked if the US would be willing to go further to help Taiwan in the event of an invasion than it did with Ukraine.

"You didn't want to get involved in the Ukraine conflict militarily for obvious reasons. Are you willing to get involved militarily to defend Taiwan if it comes to that?" a reporter asked.

"Yes," Biden replied. "That's the commitment we made."

"We agree with the One China policy. We signed on to it, and all the attendant agreements made from there, but the idea that it can be taken by force, just taken by force, is (just not) appropriate," he said.

Under the "One China" policy, the US acknowledges China's position that Taiwan is part of China, but has never officially recognized Beijing's claim to the self-governing island of 23 million. The US provides Taiwan defensive weapons, but has remained intentionally ambiguous on whether it would intervene militarily in the event of a Chinese attack.

Biden's strong warning was made right on China's doorstep during his first trip to Asia as President. The visit is aimed at uniting allies and partners to counter China's rising influence. It also came a day before Biden is scheduled to attend the second in-person summit of the Quadrilateral Security Dialogue (Quad) -- an informal grouping between the US, Japan, Australia and India that has alarmed Beijing.

Several of Biden's top administration officials were caught off-guard by the remarks, several aides told CNN, adding that they were not expecting Biden to be so unequivocal.

In a statement following Biden's comments, a White House official said the US' official position remained unchanged.

"As the President said, our policy has not changed. He reiterated our One China policy and our commitment to peace and stability across the Taiwan Strait. He also reiterated our commitment under the Taiwan Relations Act to provide Taiwan with the military means to defend itself," the official said.

For the third time since August of last year, the White House walked back comments by President Biden on Monday implying the US would aid Taiwan if the island nation came under attack from China.

During a joint press conference with Japanese Prime Minister Fumio Kishida, Biden was asked if the US would be prepared to defend Taiwan if such an attack took place.

“Yes,” the president answered.

“That’s the commitment we made. We agree with the ‘one China’ policy. We signed on to it,” Biden added. “All the attendant agreements [were] made from there. But the idea that that can be taken by force, just taken by force. It’s just not — it’s just not appropriate.”

The White House later insisted that US policy on Taiwan “has not changed.”

“As the president said, our policy has not changed,” a spokesperson told Fox News. “He reiterated our One China Policy and our commitment to peace and stability across the Taiwan Strait. He also reiterated our commitment under the Taiwan Relations Act to provide Taiwan with the military means to defend itself.”

The “one China” policy refers to the US position that the Communist government in Beijing is the sole legal authority over the Asian nation and acknowledges — but does not accept — its claim that Taiwan is part of China.

Monday’s apparent walk-back is not the first time the White House has clarified or downplayed Biden’s firm stance in support of Taiwan.

During a town hall event in October, moderator Anderson Cooper of CNN asked: “Are you saying that the United States would come to Taiwan’s defense if China attacked?”

“Yes,” Biden answered. “Yes, we have a commitment to do that.”

At the time, then-White House press secretary Jen Psaki emphasized that there “has been no shift” in US policy toward Taiwan.

“The president was not announcing any change in our policy nor has he made a decision to change our policy,” she said. “There is no change in our policy.”

In August, Biden also indicated that the US would respond with military support if Taiwan, Japan or South Korea were invaded.

“We have made — kept every commitment. We made a sacred commitment to Article 5 that if in fact anyone were to invade or take action against our NATO allies, we would respond,” the president said in an interview with ABC News. “Same with Japan, same with South Korea, same with — Taiwan. It’s not even comparable to talk about that.”

Soon after, a senior Biden administration official clarified that the US “policy with regard to Chinese-claimed Taiwan has not changed.”

Rep. Adam Kinzinger (R-Ill.) blasted the White House for the repeated clarifications Monday, tweeting: “Does anyone at the #WhiteHouse actually respect the words of @POTUS? Biden said we would defend #Taiwan, and the staff AGAIN walks back the Presidents own words! He needs to fire everyone who does this.”

this is the best opportunity for prc to reclaim old lands from russia now that russia has moved their troops from far east to west. russia will have few means and little will to defend until last man and woman. but we all know prc is a paper tiger with no balls to fight. kpkb very up to speed though.
