I only heard them talking English all the time and in the kitchen although they listened to Chinese radio in their kitchen. Looks like they are westernized type of China chinese.

Of course not since the bits bounce off my windows. But by the noise created on my windows there should be two types: small bits and tiny bits. Police said this is private condo they cannot put Cctv to catch the litter bugs like what they will do for hdb, have to ask the condo management to do so. But the condo manager is a hopeless case that did not reply my emails telling him what the police said.

also sound can travel up, down, left or right in a block of apartments
sometimes it isn't 100% that your immediate upstairs neighbour is the cause of the sound
it could be from below or sideways or a few floors above them

Nope there were no hits on my windows until I scolded them from my backyard to stop throwing things onto their floor. They started to viciously attack me at all hours after that.
