The PAP has grown too big for its own good. Those with ambitions and leadership cannot show their strengths and abilities, while those functional specialists like Swee Kiat, exemplary and capable in their own sphere of functional expertise, are pushed to leadership positions, which the role doesn't suit his skills and abilities.
Hence, you can see his discomfort in Parliament, giving speeches, etc. He isn't a natural leader. And he has yet to develop his own authentic leadership with the Lee and Ho Clan hanging over his head and shoulders.
Having said the above, I would like Swee Kiat in my team, if I am the one who is leading it. He is a good soldier and I know I can sleep peacefully at night while he gets the job done for me.
