The PAP believes in the scholars ...that's why they are running all the GLCs and our sovereign funds. Despite losing billions, they continue to helm these companies because in the eyes of the PAP, they are the best Sinkapore can offer.

They are certainly the best - in losing money and mismanaging whatever they touch, whether in the GLCs or the ministries.
Tan Chuan Jin got transferred here and there - still cannot make it. So, made Speaker instead. They may have all the qualifications,
but if not utilized, these qualifications become redundant vis-a-viz the modern/real world.

Doctors who don't practice become useless professionally after a few years. Even practicing surgeons have to attend refresher
courses. Generals who don't use their qualifications are useful at up to certain ranks.
