All they need to do is just make public transport reliable and efficient.

This is THE ONLY valid argument. All other suggestions on how to allocate COE etc are futile.
I have never felt frustrated taking public transport from London, Paris, Tokyo to god knows where but Singapore which is supposedly on par fails terribly.
Anyone who compares Sinkie transport standard to the likes of Manila, Bangkok, KL and other 3rd world countries are RETARDS.

I guess it depends on how far away your work place is?
In general $500 per month is enough for most people's taxi fare, that works out to $1000 per couple.
I have a friend in this situation and my advise was obviously go get a cheap car.
In the end they compromised ie take buses + taxi.
Sinkie taxi sucks like hell anyway... ok pls dont start comparing to other countries but in Singapore, my personal feel is the taxis sucks.

That is kinda far fetched. I dont think there are that many Malaysian cars on the roads here.. although i find the Malaysian motocycles extremely irritating

1. Estimate about 2% car on road are Malaysian car. Motorbike about 30%.
2. Malaysia car pay $20/day and bike $4/day . LTA like them higher than Singapore car road tax.
3. Reduce COE sure will reduce traffic but it need time because CEO last for 10 year so will need 10 year to clear all over supply COE on the road.

COE is not an indirect tax. It is a straight up tax, the government have never hide that fact. COE is used to control the number of cars on the road we all know that. COE is an idiot tax, only the rich and the moronic pays that tax, no one force U to pay COE, U can easily survive in SG without a car. As with most policy, S$ is use to control usage. Hit them where it matter most, in the pocket. As you have mentioned only the rich pays the idiot tax. That is the problem, with S$ you can circumvent whateve policy they might have, I have known of families that have 4 cars, daddy, mommy, brother, sister. Youngest brother, still taking driving lesson. Do you think he will get his set of wheels soon?.

Anyway, there is no complaing here, just asking if COE is a form of indirect tax, I believe it is so. Just a thought here as follows:

Yes, logically that is the assumption. However, think about it, if Taxi also needs COE. Goods Vehicle/Lorry also need COE, the premium paid ultimately will be borne by the people. Same goes for ERP, Petrol Tax, ARF ,etc

This is one form of tax, albeit indirectly.

Might as well have a Pay as you use system. Charge driving the car on the roads like using the mobile phone. Use GPS to track how long, how far the car travels.

You are probably right. Drive only on Christmas, New Year, birthdays and weddings.
Say a basic car like Hyundai Elantra, costs 15k in US. I bet many Sinkies would not mind paying S$20k for it to sit in the carpark, only to use it once in a while.

You have gone overboard in blaming your miseries on Malaysians. Your argument is badly researched. Only Malaysians who are not residing in Singapore can drive Malaysian cars into Singapore. It is not a LOOPHOLE that can circumvent COE. The number of Malaysian cars on Singapore road is definitely less than 2%. The few Jplated cars on the roads here are either Malaysian contractors working in Singapore (who should be penalised if they dont declare tax) or gamblers visiting casinos (hence contributing to the economy :smile:)
