TODAY newspaper: "Mr Samir Sarim Neji, who moved to Singapore from India 19 years ago and became a citizen 15 years ago..." Please explain to Singaporeans the reasons for granting Singapore citizenship to Samir Neji when he has stayed here for only 4 years (even shorter than HDB's MOP).
