A DISTRICT judge exercised judicial mercy by imposing a day's jail and a $6,000 fine on a former rag-and-bone man who had slashed a neighbour with a penknife. The man, Chin Han Soon, has been diagnosed with terminal bladder and lung cancer since February this year. The 62-year-old had earlier pleaded guilty to slashing Mr Yap Eng Siong, 52, on his face and left arm at the void deck of Block 407 Yishun Avenue 6 on Oct 11 last year, which left a permanent scar on his face and shoulder. Chin's lawyer, Mr P.O. Ram, had asked District Judge James Leong to give a fine in view of his client's medical condition. He said that the cutter was Chin's tool for his trade. Chin, who had a second charge of fighting with the victim taken into consideration, could have been jailed for up to seven years and fined for causing hurt with a weapon.
