SINGAPORE: A medical practitioner at The Aesthetic Clinic, Dr Kuan Dah Wei Alex, has been fined S$5,000 for breaching patient confidentiality.
Two photographs of a patient who had seen Dr Kuan for laser treatment of her face between October 2006 and April 2007 appeared in a local magazine without the patient's consent.
The Singapore Medical Council Disciplinary inquiry found that Dr Kuan did not commit the offence deliberately, but it was a result of an error.
He had also tendered an apology to the patient, but the Disciplinary Committee stressed it was a serious breach of patient confidentiality.
Dr Kuan was also guilty of associating himself with persons not qualified to provide medical or medical support services.
The Disciplinary Committee said while steps have since been taken to disassociate himself from the spa business of Ultimate Wellness Haven, Dr Kuan should not put himself into a difficult position in the first place by entering into a service agreement with the clinic.
Separately, a general practitioner will have his suspension extended after appearing before the Singapore Medical Council Disciplinary Committee for a third time.
Dr Wong Cheng Yiew, who practises at 166 Clinic at Woodlands Street 13, is already under a 30-month suspension for improperly prescribing hypnotic drugs to patients. His suspension was to end in April 2012.
Now, he will have three months added to the 30-month suspension after he pleaded guilty to 14 charges of improperly prescribing subutex and Benzodiazepines, a hypnotic medication used to treat patients with insomnia and anxiety related problems.
Dr Wong was found to have continued to prescribe the drugs after a raid on his clinic in March 2006. Dr Wong was also fined S$5,000 and ordered to pay costs.
