Fine, jail over illegal parlours

AN ODD-JOB labourer was sentenced to six months' jail and fined a total of $16,000 on Monday for operating massage parlours without a licence and employing two Chinese nationals as masseurs without valid work permits. Yeo Liang Joo, 53, pleaded guilty to 20 counts of running eight massage businesses at various locations between May 2007 and September 2008, and two charges of employing two masseuses at Xia Ri Beauty & Spas at MacPherson Road when they had no work permits on March 9, 2008. Between Sept 3 and 9, 2008, he employed another Chinese national as a masseuse at Bai Yu Beauty Centre when no work pass had been obtained from the Manpower Ministry. Another 38 similar charges were taken into consideration. The maximum penalty for carrying on an establishment for massage is a fine of up to $1,000 per charge. For employing someone without a valid work permit, Yeo could have been jailed for up to two years and fined up to $4,000 on each charge. The other offence under the Employment of Foreign Manpower Act is punishable with a fine of up to $15,000 and/or a jail term of up to 12 months.
