When he refused to lend his older brother $2,500, the latter allegedly threatened to smash his car and harm his family.
Then he heard smashing sounds coming from the carpark while he was in his flat in Punggol, around 2am last Friday.
When he went to the multi-storey carpark after daybreak, he found his Kia Cerato Forte badly damaged.
The man, who only wanted to be known as Mr Soh, then made a police report.
Police said a 34-year-old man was arrested in connection with the case on Tuesday.
He was released on police bail. Investigations are ongoing.
Mr Soh told The New Paper that his brother had called him on Sept 1 to ask for money.
Mr Soh said he had been reluctant because he knew his brother was a gambler and he had never gotten back any money that he had lent to him.
Mr Soh said he has applied for a personal protection order against his brother.
