ICA officer acquitted of four charges

A senior immigration officer successfully appealed against his conviction for graft on Friday and was acquitted by the High Court of all four charges against him.

Dong Ching Jit, 57, a deputy superintendent with the Immigration and Checkpoints Authority, was sentenced to 18 months' imprisonment and ordered to pay a $10,000 penalty after a district court found him guilty on four counts of accepting bribes to extend the social visit passes of foreign nationals.

However, Justice Choo Han Teck agreed with defence lawyer Sant Singh that the evidence tendered to the courts had failed to prove beyond a reasonable doubt that gratification had been given to Dong.

Twelve charges were pressed against Dong in November 2008 but only four were proceeded on. The remaining eight, involving about $70,000 in alleged bribes, were taken into consideration and are now pending.Teo Xuanwei

<!-- end left side bar --> <!-- story content : start --> SENIOR immigration officer Dong Ching Jit was staring at a 1 1/2-year jail term - the result of allegedly extending the social visit passes (SVPs) of foreign nationals for bribes amounting to more than $10,000. However, he was cleared of any wrongdoing recently when the High Court, on his appeal, ruled that the charges were not proved beyond reasonable doubt.

Although Dong, 56, was cleared of four corruption charges by Justice Choo Han Teck on Aug 20, he still faces a further eight corruption charges alleging he received $70,000 in bribes for similar offences. His lawyer Tng Kim Choon will be meeting prosecutors on Wednesday to make arrangements for the trial. Dong is out on $100,000 bail.

His appeal was argued by Senior Counsel Sant Singh and in the judgment released this week, Justice Choo gave the main reason why he acquitted Dong - the key prosecution witness whose testimony was to prove the ICA officer's guilt was not at all reliable. On Tuesday, Dong, who has been suspended from work on half-pay, declined to comment as he still has eight corruption charges pending. If convicted, he faces a fine of up to $100,000 and/or a jail term of up to five years on each charge.

A SENIOR Immigration and Checkpoints Authority (ICA) officer walked out of court a free man on Tuesday after the prosecution withdrew his remaining eight corruption charges involving $70,000.

District Judge Low Wee Ping granted Mr Dong Ching Jit a discharge amounting to an acquittal on the charges. The 58-year-old deputy superintendent of ICA who has been suspended for the last four years said outside the courtroom after the acquittal that he was very happy.

'At last justice has been done. I suffered for so long for nothing,'' he added. .

Mr Dong, who had faced 12 charges, was initially convicted in November 2009 of four counts of accepting bribes of more than $10,000 from one Edmund Hoon Wai Kein, 34, to extend the social visit passes of foreign nationals in November 2009.

He was sentenced to 18 months' jail and ordered to pay a penalty of $10,000.

But he was cleared of any wrongdoing last September when the High Court allowed his appeal against conviction.
