'PERSONAL relations manager' Kanda Loh Kailing, 25, (above) said yesterday that former Romanian diplomat Silviu Ionescu was a regular at the Legend Palace nightspot where she worked.
He invited her to the Romanian Embassy's national day celebrations but she did not go. She invited him to her birthday bash at the lounge on Dec 14 and he went with a Korean woman.
He left at about 2am. His embassy car was later involved in hit-and-run incidents which left a man dead.

FORMER Romanian diplomat Silviu Ionescu was a regular at the Legend Palace KTV karaoke lounge in Sophia Road.
He showed up there as often as three times a month after he was introduced to 'personal relations manager' Kanda Loh Kailing last August.
He sent her an SMS message inviting her to attend Romanian National Day celebrations at the Marina Mandarin hotel on Dec 8.
She did not attend, but instead invited him to her birthday bash at the lounge on Dec 14.
That was how Dr Ionescu, 49, ended up there with Korean opera singer Jeong Ae Ree late that night and stayed until after 2am the next day.
An hour or so after they left the lounge, the embassy car was involved in a double hit-and-run incident in Bukit Panjang Road.
Mr Tong Kok Wai, 30, later died and two others were injured.
These details emerged yesterday, the third day of the inquest into Mr Tong's death.
Ms Loh, 25, the lounge's 'mummy', said she was introduced to the former diplomat by Mr Richard Lim Hsien Yeow, 33, one of her regular customers.
Security camera footage showed Dr Ionescu and Madam Jeong, wearing a gold-coloured dress, arriving at the lounge at about midnight.
Ms Loh walked out to greet them and Dr Ionescu exchanged kisses on the cheek with her before handing her a gift - a wooden bottle engraved with Romanian words.
She led him and Madam Jeong to a room and returned later to find that the group had swelled to about eight.
'At that time, Dr Silviu Ionescu was sitting on the extreme right side of the sofa and he was singing some songs. As such, I did not have the opportunity to talk to him,' said Ms Loh.
She said there was a bottle of Martell brandy and jugs of Coke and green tea on the table, but she did not notice if the former diplomat was drinking anything.
Mr Lim, who testified after Ms Loh, said he was with Dr Ionescu that night, but he too was not sure whether the diplomat had drunk any of the alcohol.
However, Madam Jeong had earlier told the court that he had drunk wine at the Shangri-La Hotel and tequila in Clarke Quay before they reached the KTV lounge.
Yesterday, Ms Loh, who is also known as Joey, said police officers had come to the lounge on the evening of Dec 15 looking for a 'Caucasian man' and she had later called Mr Lim to tell him about it.
Mr Lim told the court that when he called Dr Ionescu, all the diplomat would say was that there had been 'some trouble with his embassy car'.
A total of 15 witnesses testified at yesterday's hearing.
Undergraduate Muhammad Zahari Abu Talib, 23, the elder brother of injured pedestrian Muhammad Haris, 18, said he remembered the licence plate number of the black car in the accident.
It had hit his brother, who was flung 10m but survived with minor injuries.
The brothers, who were with two friends, were crossing the road at the junction of Bukit Panjang and Pending Roads.
Seconds earlier, at another junction some 140m away, student Leong Zi Quan had witnessed another accident from a coffee shop.
The 17-year-old said he had heard a bang and saw a black car and a person in a pink T-shirt being flung across the road.
'I then saw the car moving slowly forward, and the driver took a glance at the person who was lying on the road,' he said.
Mr Leong said the driver, whom he described as 'quite a large person', then drove off.
He said he ran up to try to read the car registration number but could not, as it had sped off towards the next junction.
Mr Leong also said he would not be able to identify the driver of the hit-and-run car.
The inquest continues on Monday.

She looks like an extra from "Night of the Living Dead" in this photo. Face is so pale and eyes dead from lack of sleep. But she definitely chio as described as by Maverick when the lighting is right.

I was wondering what biz has diplomat to do in a KTV? Entertaining politicians? Other envoys? Well, those in the know said it's probably biz dealings. Businessmen having some businesses in Romanian and eastern europe might need to seek the help of ppl with power to smooth out transactions. Imagine if you are doing trading with Romania and is exporting some goods to the country, do you think it will be easier with the customs when you know someone in the political office.
