KUALA LUMPUR: The board of directors of Malaysian state fund 1MDB on Thursday (Apr 7) offered to resign in the wake of the Public Accounts Committee's (PAC) inquiry into the state fund.

The bipartisan PAC, which tabled the much delayed report in parliament, said it found the financing and performance of 1MDB "unsatisfactory".

"The PAC Report has identified a number of weaknesses in the governance and decision-making of 1MDB," 1MDB said in a statement.

"With the benefit of hindsight, we can understand how the National Audit Department and the PAC could find such lapses and shortcomings. However, it is important to understand that the decisions were made in the context of specific transactions at that point in time.

"Furthermore, 1MDB is a complex company, with multiple roles of undertaking large strategic projects, establishing collaboration with foreign government entities and attracting foreign direct investment (FDI) to Malaysia."

It added: "The Board has successfully steered 1MDB through a uniquely challenging period and trusts that, with the release of the PAC Report, a line has been drawn. However, given the findings of the PAC Report, the Board has collectively this morning decided to offer its resignation to MoF Inc., the 100% shareholder of 1MDB.

"This has been a difficult decision to take but we believe is the right thing to do, given the circumstances, in order to facilitate any follow-up investigations as recommended by the PAC."

KUALA LUMPUR — Malaysian opposition lawmakers plan to march from the Parliament to the federal police headquarters today to protest the arrest of Parti Keadilan Rakyat (PKR) vice-president Rafizi Ramli under the Official Secrets Act (OSA).

“Tomorrow (April 7) at 9am led by the opposition leader and Pakatan Harapan (opposition coalition) members, we will gather at the gates of Parliament and will march to Bukit Aman (police headquarters) to give the Inspector-General of Police (IGP) a memorandum to protest the arrest of Rafizi and ask that he be released immediately,” said Democratic Action Party (DAP) lawmaker Anthony Loke yesterday.

“We’ll also ask them to stop violating the sovereignty of the parliamentary institution. The road leading to Parliament should not have anything that will prevent an MP (Member of Parliament) from carrying out his duty and Rafizi’s arrest was right in front of Parliament,” he added during a press conference at the Parliament lobby. He also invited all MPs, including those from the ruling coalition, to join the march.

In a high-profile arrest, Mr Rafizi was detained by the authorities on Tuesday over the alleged distribution of a page from the auditor-general’s classified report on troubled state investment firm 1Malaysia Development Berhad (1MDB).

The Magistrate Court in Putrajaya yesterday granted a request by the police to remand Mr Rafizi for three days until tomorrow, after which the police can seek an extension of remand or release him on bail.

On March 29, Mr Rafizi claimed during a press conference to have an excerpt from the Auditor-General’s report, which he said demonstrated that 1MDB’s finances had affected the Armed Forces Fund Board’s (LTAT) ability to make timely gratuity payments. 1MDB denied the allegation and accused Mr Rafizi of lying.

Malaysian Prime Minister Najib Razak has been under intense political pressure over some RM2.6 billion (S$897 million) deposited into his private accounts, as well as irregularities in 1MDB.

Speaker Pandikar Amin Mulia said earlier yesterday that he will check if the police had broken any Standing Orders by arresting Mr Rafizi just outside the Parliament compound, noting that in previous instances, police were required to notify the Speaker before carrying out an arrest on Parliament grounds.

The Minister in the Prime Minister’s Department in charge of parliamentary affairs Azalina Othman Said has insisted that the police did not break any laws with Mr Rafizi’s arrest at the Parliament gates. She noted that although parliamentarians are awarded immunity for what is said at the Parliament, it did not extend to criminal offences.

PKR lawmaker Johari Abdul added during yesterday’s press conference that although the Speaker has yet to make a ruling on the matter, it was still crucial for federal lawmakers to march to Bukit Aman to ensure that the IGP understands the importance of respecting Parliament.

“While Tan Sri (Pandikar) has yet to make a ruling, we as MPs feel that action must be taken to give the IGP a message that this is the highest institution for those who represent the people. So MPs must be treated lawfully,” said Mr Johari.

“This is also to tell the IGP that MPs are not criminals. (The police) have our numbers and they can contact us. There is no need to send their officers, 16 of them, to arrest us in front of Parliament.” MALAY MAIL ONLINE
