Attackers set off suicide bombs and exchanged gunfire outside a Starbucks cafe in Indonesia’s capital in a brazen assault on Thursday that police said "imitated" the recent Paris attacks and was probably linked to the Islamic State group.

Militants launched a gun and bomb assault in the centre of the Indonesian capital on Thursday, killing at least seven people, police said, in an attack on a country that Islamic State had threatened to put in its "spotlight".

8:00 pm: A fresh round of explosions were heard in central Jakarta on Thursday, Kompas TV reported on its Twitter account, near the area where a deadly gun and bomb assault by militants took place just hours earlier.

4.31 pm: Pakistani Prime Minister Nawaz has strongly condemned the attack in Indonesia’s capital, Jakarta, and expressed grief and sorrow over the loss of lives.

In a statement, Mr. Sharif says the people and government of Pakistan “share the pain of Indonesian brethren at this critical moment”.

4.17 pm: Islamic State carried out the attacks in Jakarta earlier on Thursday, a news agency allied to the group reported.

"Islamic State fighters carried out an armed attack this morning targeting foreign nationals and the security forces charged with protecting them in the Indonesian capital," Aamaaq news agency said on its Telegram channel.

3.15 pm: Malaysia’s national police chief Khalid Abu Bakar says police have raised security alert to the highest level following the deadly attack in Jakarta.

Malaysian authorities have detained more than 150 suspects linked to the Islamic State group over the past two years, including some who were allegedly plotting attacks in strategic areas of Kuala Lumpur. Last September, the U.S. Embassy warned of a potential terrorist threat at a popular hawker street and surrounding areas in the city.

3 pm: Indonesia’s national police spokesman says the people who attacked a busy shopping area in downtown Jakarta were copying the recent Paris attacks and were probably connected to the Islamic State group.

Gen. Anton Charliyan said: “They imitated the terror actions in Paris ... they are likely from the (Islamic State) group.”

Five of the attackers and two other people were killed Thursday near the Sarinah shopping mall.

2:50 pm: The Netherlands’ foreign minister says that a Dutch man has been seriously wounded in the Jakarta attack.

Foreign Minister Bert Koenders says the attack shows that “terrorism can hit everybody. Whether you are shopping in the heart of Paris, in a New York office or on vacation in Jakarta.”

A ministry spokeswoman says that the Dutch citizen was undergoing surgery. She spoke on condition of anonymity in line with ministry policy.

The ministry did not release the man’s identity.

11:33 am: An Associated Press reporter has heard an explosion from a cafe near the Starbucks that was attacked earlier. The explosion occurred after about 25 anti-terror squad police stormed the cafe.

There is no word on what happened to them, but after the explosion several other police and medical personnel in white overalls were seen running to the cafe.

Two ambulances also drove to the area, and were standing by.

[JAKARTA] A "Paris-style" suicide strike on the Indonesian capital Thursday confirmed Southeast Asian governments' worst fears - that citizens returning from fighting alongside the Islamic State group in the Middle East could launch attacks at home.

Regional nations have been warning for months of the possibility of attack, mirroring concerns expressed by European authorities fearful of the intentions of people returning home from conflict.

The blasts and gunfire that rocked Jakarta came after six years of relative calm, following a government crackdown that weakened the country's most dangerous homegrown Islamic networks.

"We know that (IS) has the desire to declare a province in this region and there are groups in this region... that have pledged allegiance to (IS)," said Kumar Ramakrishna, an expert on southeast Asian militant groups at Nanyang Technological University in Singapore.

"The threat of returning Southeast Asian fighters radicalised in the Iraq/Syria region (is) also another factor of concern, together with the possibility of self-radicalised lone wolves appearing in the scene." Thursday's attacks left five attackers and two civilians, including a Westerner, dead and 19 others wounded.

National police spokesman Anton Charliyan told AFP that authorities had a "strong suspicion" an IS-linked group carried out the assault and that it was designed to replicate the November strike on Paris that claimed 130 lives.

Although the toll was much lower, the selection of soft targets in the heart of the capital terrified citizens, and social media erupted with disturbing images and video footage, and the hashtag #KamiTidatTakut (We are not afraid).

The strike was launched just weeks after Indonesia issued a heightened alert and arrested several suspected militants, some of them from IS-linked cells.

The Soufan Group, a New York-based security consultancy, says that of the 500-700 Indonesians who travelled abroad to join IS's self-proclaimed caliphate across swathes of Syria and Iraq, scores have since returned.

The threat posed by returning foreign fighters is not a new one for Indonesia.

The country's counter-terror chief has recalled that Indonesians who trained with Islamic militants in Afghanistan in the 1990s came back and launched terror attacks, including the 2002 Bali bombings.

Indonesia, the world's most populous Muslim-majority nation, launched a crackdown that neutered the networks, and attacks in recent years have mostly been low-level and have targeted domestic security forces.

More recently, the country has banned support for IS and its ideology, but experts worry that Indonesian laws are not adequate for tackling the new threat and that the region is failing to pull together.

"The governments in this region must work together to prevent the creation of a satellite of the caliphate because if such a satellite is declared, the threat in Southeast Asia will grow," said regional terrorism expert Rohan Gunaratna.

"There are groups based both in Indonesia and the Philippines that have pledged allegiance to IS and those groups must be dismantled." Indonesia and Southeast Asia have also been a target for Al-Qaeda, with the terror network's chief Ayman al-Zawahiri calling for a regional "battle" in remarks released this week.

Addressing Muslims in Indonesia, the Philippines, Malaysia and neighbouring countries, Zawahiri said the region's Muslims were "leading an ideological and political battle against the seculars and the enemies of the religion".

One strategy being deployed by Indonesia's counter-terror chiefs is to leverage a handful of former IS members who have returned from the Middle East disenchanted with their experiences.

They are looking to publicise their stories of misery and disappointment - at the hands of a jihadist leadership which gave them little respect or responsibility - in a bid to deter potential recruits.

But the threat is unlikely to dissipate.

"Indonesia has faced a rising threat of this kind of terrorist attack over the past year," said Hugo Brennan, an Asia analyst Verisk Maplecroft.

"The warning signs have been there for all to see."

SINGAPORE: The Republic has stepped up security measures following a series of explosions that rocked the Indonesian capital on Thursday (Jan 14), said Deputy Prime Minister Teo Chee Hean.

Mr Teo, who is also the Coordinating Minister for National Security, said in a Facebook post on Thursday afternoon that he had called his Indonesian counterpart, Coordinating Minister for Political, Legal and Security Affairs Luhut Pandajaitan, to convey condolences to the families and loved ones of those who died in the bomb blasts.

"As close neighbours and friends, we are saddened by the loss of lives and injuries. We also agreed to enhance cooperation for the security of our two countries," said Mr Teo, adding that Singapore is watching the developments "with concern" and has stepped up security measures.

"All of us can also help by staying vigilant. Let us stand together, united against possible security threats," he said.

The Ministry of Home Affairs (MHA) added that this incident is "another sombre reminder that such attacks can happen in Singapore".

"Our security and intelligence agencies have enhanced their checks and are in touch with their Indonesian counterparts on their investigations into the attacks," said an MHA spokesperson.

"But everyone in the community must play their part by being vigilant and to immediately report any suspicious behaviour or persons to the authorities. It is everyone’s responsibility to keep Singapore safe from any form of attack."

MHA also said that should such an attack happen in the Republic, Singaporeans must "respond decisively as one community". "Remain united so that any attempt to cause fear and distrust in the community will not succeed. We must be able to recover quickly and emerge stronger as one people," the ministry said.

“We are saddened and shocked to learn about the senseless attacks in Jakarta. Our thoughts are with the families of the victims and the people of Indonesia."

SAF TO STEP UP CHECKS

In a Facebook post on Thursday afternoon, the Singapore Army said the Singapore Armed Forces has implemented heightened security measures, following the attacks in Jakarta.

'Our soldiers on duty will conduct additional checks for any irregularities and respond to any suspicious activities in accordance with the existing procedures," SAF said.

SINGAPORE: A National Cybersecurity R&D Laboratory at the National University of Singapore (NUS) will be operational by the end of this year, announced Chairman of A*STAR Lim Chuan Poh on Thursday (Jan 14).

It will receive S$8.4 million in funding over three years from the National Research Foundation, under the National Cybersecurity R&D Programme.

Speaking at the inaugural Singapore Cybersecurity R&D conference, Mr Lim said: "The anonymous and inter-connected cyberspace is not just exploited by criminals and terrorists to carry out identity theft, financial fraud, coordinate terrorist activities and steal corporate information, but also by state actors to conduct industrial espionage, disrupt critical infrastructure and plant malicious software which then can be subsequently exploited."

"We really have to take all these cybersecurity challenges and threats very seriously," he added.

The new laboratory will allow researchers to come up with innovative solutions to guard against such threats.

Mr Lim said the NUS School of Computing's security research group will be tasked with setting up the laboratory, which will be a shared national research infrastructure which can be used by the local research community and industry. This includes for the validation of research outcomes and for collaborative work with industry or international partners.

He added that the R&D facility will also curate useful datasets for cybersecurity experiments.

The two-day conference, held at the Singapore University of Technology and Design, brings together about 400 academics and practitioners. It focuses on the importance of design in integrating cybersecurity into a system early rather than as an afterthought.

NUS Associate Professor Chang Ee-Chien, lead principal investigator at the National Cybersecurity R&D Laboratory, said that as it is tedious to set up an environment for testing, the new facility will help researchers set up such an environment easily, so that they can test their solutions and simulate attacks on a big scale.

"It will improve the responsiveness in their research and also encourage innovations," Assoc Prof Chang said.

Dr Guo Charng Rang, Programme Director at the National Cybersecurity R&D Laboratory, said that in the first year, the centre will set up 100 computers and this will grow to 300 computers by next year.

"It will be quite a big computing power where Singapore is concerned ... So if (researchers) have new algorithms, new solutions or new attacks, definitely they can use the facility to test out," Dr Guo said. The laboratory will also facilitate collaborations with industry and international partners.

Separately, the National Cybersecurity R&D Programme Office inked a Memorandum of Understanding with Tel Aviv University to collaborate in cybersecurity research.
