A GST hike is almost inevitable, warns PwC

Government funds will be increasingly stretched.

It might not happen this year or in the next half-decade, but Singapore will eventually have no choice but raise its goods and services tax (GST) to meet increased social spending.

A report by PwC highlighted that Singapore needs increased tax revenue in the long run as income tax receipts fall in tandem with the ageing population.

"What is clear though, is that a need for increased tax revenue is inevitable in the long run in view of likely increases in social spending. This may eventually need to be funded by further broadening the tax baseor increasing tax rates," said PwC.

With Singapore's recent shift towards putting additional taxes on the wealthy and giving payouts to middle- and lower-income groups, PwC said that it is imperative to find a sustainable way of growing public coffers.

"Continuously taking from the proverbial barrel will eventually result in us reaching its bottom one day, no matter how much fiscal prudence and discipline we put into it. Sustainability should be the key refrain," said the report.

"Historically, hiking the GST rate to offset falling income tax receipts has been the favoured approach, in line with the policy objective of expanding the tax base. The increased tax burden on the lower income groups are offset by GST vouchers and other subsidies," PwC stressed.

"If the GST rate is to be increased, we would suggest that there be a minimum period of 12 months from the date of announcement of any such increase to allow for adjustment to be made by both businesses and consumers," the report noted.

We have shifted the tax sourcing to GST instead, which is regressive – transferring wealth from poor to rich.

Raise top marginal income tax rates, and it will be possible to reduce GST by a couple of percentage points. That will help the poor surely, as spending on staples like food, household supplies and medicines form a huge chunk of their monthly salary.

Even if this is mooted to finance social spending, GST is a blunt tool.

Our GST is a flat, broad based consumption tax (with no exceptions), and is regressive because it applies uniformly. Fact is lower incomes spend a higher proportion of their income on goods/services than the well heeled.

What is wrong with favoring the rich? Any system which favors the losers of society is destined to fail.

Imagine what would happen to the Olympic games if the fastest man in the world was forced to run the 100 metres sprint with his legs tied together. Who'd bother to watch? The sponsors would disappear, the audience would evaporate and the whole Olympic movement would go up in smoke.

It is not a zero sum game. Wealth generates more wealth because the generation of wealth requires talented individuals to be join the team and they get a slice of the pie too.

Your contention that the rich get their wealth from exploiting the poor may valid in 3rd world countries were wealth comes from minerals, oil, diamonds etc but in developed countries the rich are responsible for creating more rich.

Just take a look at Silicon Valley and you'll see what companies have done to create wealth for huge numbers of people from higher management all the way down to the guy who owns a small cafe in the suburbs and the little old lady who sells flowers next to the cafe.
