I think there are more questions than answers that the PAP and AIM (Action Information Management Pte Ltd) provided to the public

1. Would you sell software that you spent thousands to develop to a $2 company with no track records for leaseback?

Yes, PAP did ask for tender and there is only one bidder, aka AIM the PAP owned company. The question is why only one bidder and how attractive is the tender for commercial operators in the first place? Also even if there is only one bidder, does that mean that PAP TC will choose any ah beng company only because one bidder? Even if the company only has a paid up capital of $2, has been dormant and has no website for the technology company AND have no history or track records? Who any one trusts their software to a company like that? Only PAP will, it seems.

2. Why are taxpayers money used against taxpayers?

This begs the question why is PAP using taxpayer’s money to develop the TCMS (Town Councils Management System) so that they can have a contract that can be used against taxpayers should PAP lose? Is AIM a commercial entity or a political entity? If so, why as a commercial entity would they want to lose existing income from AHTC, even if there is a change of “material changes to the membership”? This simply does not make commercial sense. Unless, this is NOT really a commercial entity but another PAP front.

3. How many staff are working in AIM?

The question now is back to AIM. How many people actually work at AIM? How could AIM have supported the TCMS technically and continued with enhancements to the software with a shell company of no actual working software and support engineers? This is leaving more questions unanswered.

4. Lastly, are the any more such conflicts of interests that PAP having governed so long are not telling us?

This is definitely not the first skeleton in the closet, as more opposition win in the elections, I will expect to see more and more skeletons being revealed.

The elaborate statement by Dr. Teo Ho Pin, Coordinating Chairman of the PAP Town Councils, in response to Workers'' Party (WP) chairman Sylvia Lim's questioning of the sale of the computer software rights to Action Information Management (AIM), when she asked if it was in the public interest, cuts no ice with the public, especially the netizens. His statement has been published on the TR Emeritus website which elicited no less than 218 responses from netizens criticising or condemning Dr. Teo for his disingenuous statement designed to cover up the questionable sale of the PAP Town Councils' computer software system to a PAP-owned AIM with a paid up capital of $2 whose three directors are former PAP MPs.

Dr Teo attempted to justify the sale of the computer software by quoting for the first time that a consultancy firm Deloitte and Touche Enterprise Risk Services Pte Ltd had been engaged to review the system and had found the system, built in 2003, was becoming obsolete and impossible to maintain. Deloitte and Touche had suggested centralising the software ownership with a third party taking over the software rights. A commentator with computer software expertise has commented that unlike a real machine, a computer software cannot get outdated. It is just a series of instructions to an operating system to perform a task. There are no rotating gears or other moving parts in a software which can suffer from wear and tear. So Singaporeans can draw their conclusion whether the sale of the computer software to a third party which turned out to be none other than the PAP-owned AIM, a $2 shell company, was in the public interest.

In this controversy, the WP started as an underdog but it has justice on its side. The way Ms Sylvia Lim has stood up to the political onslaught of Dr. Teo Ho Pin and his cohort is a credit to the indomitable character of the WP chairman. Dr Teo, with due respect to him, emerges out of this controversy as not so adept in trying to force through his arguments, probably by sheer display of PAP's superiority. He has no answer to the public perception of the impropriety of the sale of the computer software system to AIM, a $2 capital shell company with a skeleton staff and no computer software expertise. Ms Sylvia Lim suspected that AIM was exercising the rights of termination of the lease if there was a "material change" in the composition of the Town Council when it terminated the software lease to Aljunied-Hougang Town Council.

It is as clear as daylight that Dr. Teo's elaborate statement lacks conviction and cogency. He has to try harder to convince Singaporeans of his ingenuousness in wanting to resolve this controversy equitably, especially to the WP. This controversy has been festering for some time now and it could not be beneficial to the PAP with an eye to the possible Punggol East by-election if it is allowed to drag on indefinitely. What seems to be drawing public attention is the reticence of the PAP leadership on this controversy.

Whoever is the guy in pap who thought of using TC management as the main GE issue is either dead stupid or cunning. I think it is stupidly cunning.

The key issues that the public is most concern of, are :
1. Return my cpf money
2. Overcrowding by ft
3. Losing job to ft
4. Cost of living
...

If opp. Parties, especially wp joins in the stupid debate on TC, then they have fallen into the trap, i.e. to distract from the real problems. However, if wp totally ignore it, pap will claim that they are silent because of guilt. SL is handling well todate and hope they can brush off this stupid issue with a stinging release that shuts the pap once and for all.

Q: How can i trust the opposition when the WP cannot even run its town council properly?
A: The issue with AHPETC is that Govt grants were withheld from them to for AHPETC into insolvency, it
was a way to fix the worker's party by using MND. All town councils receive grants, if grants were withheld
from PAP wards, all of them would be bankrupt by now. The fact that WP is able to function without grants
shows that the town council is able to standalone without help. Search google for "Govt Grants worker's party, toc" for more information

Q: Then why has the WP taken so long to submit its accounts?
A: Reason for this when the WP won Aljunied in 2011, the Aljunied town council removed the accounting software,
in a bid to create chaos and attempt to make the WP look bad, so to start all the way from zero takes time.
PAP practices scortched earth policy in regards to the wards it manages

Q: Why did AHPETC then award the contracts to a company that was formed 2 days previously the tender issued?
A: The reason for this is the PAP's scortched earth policy, where the contractors are afraid to bid for WP
tenders for fear of retaliation by the PAP on them using the state machinery.

Q: This means that the AHPETC has not done anything illegal?
A: No they have not under the law, else the police or cpib would have stepped in by now.

TH n GIC pay our CPF only 2% while they earned 6-7% using our CPF funds as their investment capital over many years. This then be super mega unscrupulous profiteering!! NO wonder the oldies still got to scrimp to get by with some resort to collecting cardboard Al cans!!
