In a Parliamentary response to Opposition Member of Parliament (MP) Png Eng Huat’s question over whether the Singapore Government will consider setting up a centralized system to check foreign degrees for public service agencies, the Deputy Prime Minister Teo Chee Hean flatly shot down the idea. Workers’ Party MP Png Eng Huat has raised this question because of several high profile cases of fake degree holders appearing on the media.

DPM Teo said he believes that the public service agency responsible for hiring a candidate with foreign qualifications, is already in the best position to decide his relevance and suitability for the job.

However DPM Teo did not clarify if holders of fake degrees from degree mills, can be allowed to continue working in the public service agencies even when their fake qualifications are not taken into account during the hiring process.

A recent high profile case featured a former Indian National and present New Citizen, Nisha Padmanabhan, working as an Applications Consultant for the Infocomm Development Authority of Singapore (IDA) . However IDA has stood by their decision to hire Nisha, the new cititzen exposed to have a degree from a known degree mill. They justified the decision saying that she genuinely thought that SPU was a proper university and that her MBA was real.

Here is what IDA said:
Hi everyone,
Thank you for your patience in awaiting the outcome of our investigation into the case concerning Nisha Padmanabhan.

We have conducted a thorough investigation into the matter, taking into account the various concerns raised. We have assessed the facts and interviewed Nisha Padmanabhan, and are satisfied that she did not deceive or mislead IDA by citing the MBA in her CV when she applied to IDA for a job.

Nisha had enrolled for an MBA distance learning programme with Southern Pacific University in 2005 when she was residing in Malaysia. She had genuinely believed her MBA programme to be bona fide, and she had put in effort to obtain the qualification. In retrospect, Nisha acknowledges that she should have been more discerning in assessing the quality of the university which she had selected to pursue her distance learning programme.

While IDA did not take Nisha’s MBA into account when hiring her, as the job only required a Bachelor degree-holder, we did look at her relevant skillsets and past work experience as she was a mid-career hire.

Our ministers are really getting ridiculous - seems like they have actually stopped thinking!

A govt-run centrally vetting centre will not only be very productive, but also very effective.

Productive because HR can focus time and efforts on identifying appropriate candidates for the job.

Effective because the "checkers" over a period of time will be able to smell a fake from a mile away.

Private sector will be more than happy to pay 'per check' for their candidates.

This is getting so ridiculous that Tin Pei Ling is now beginning to make sense.

Aya of course no need, if after vetting and only well qualified foreigners are allowed to come in, how to be cheaper, better, faster leh? They may even be more expensive and demanding than Sinkies leh

They will eventually establish a "govt-run centrally vetting centre", but not now. Doing it now will be giving credit to WP. They will come up with a fancy name and make it sound as if it's their own brainchild.

As long as the FAP thinks that it can get away with betraying SGs and get away with inaction and excuses for not doing its job - with the support of 60% SGs, expect more of the same going forward. The destiny for SGs is marginalization and driven to extinction in their own country.

THE government looks closely at permanent residents' (PRs) contributions to Singapore before deciding which ones can become citizens, said Minister Mentor Lee Kuan Yew on Sunday night at a Tanjong Pagar GRC event.

'So please put up with the new immigrants. We are very careful about who becomes a citizen,' he said, responding to criticisms over the growing influx of foreigners living and working here.

There were more than 1.2million foreigners in Singapore last year.

Mr Lee said that 10per cent of the pool of foreigners here are new PRs, while another 20per cent are PRs who have been here for some time.

'This 20per cent, we will look at their performance and slowly absorb those who can help us. If they don't help us raise the level, they won't be citizens. We are not stupid.'

As for the remaining 70per cent of foreigners who are here on work permits, 'they are not citizens and never will be', he added. 'They will go home after two years. They do the difficult jobs and without them, MRT stations will not go up.

Their motive is as clear as day. It's their feeble attempts at explaining away things that's laughable.

I think they are resigned to the reality that they are powerless to compel the hordes of Indian FTs not to buy degrees from degree mill. And with CECA in force, they are also powerless to use fake degrees as reason for blocking the Indian FTs parachuting into Singapore.
