What an innovative plan to attract real talents. They will give one year visas to children of Hong Kongers who have migrated overseas and are PRs somewhere else, so that they can come back and work and live in the country of their parents. There are hundreds of thousands of these sinkies overseas right now, and a one year visa to attract them back to singapore makes more sense then attracting shit Pinoys, Tiongs and Apunehs. Another highlight was to give all children 15 years of free education, so that parents do not have to defer families for fear of not enough money to fund their children's studies. So, this would include free post secondary education too. Wait long long for the PAP to come up with such ideas. Finally, they will attract FTs based on entreprenuers who want to start businesses in HKG and contribute to the economy. CY Leung vows to “unleash the potential of local labour force”

Hong Kong’s chief executive Leung Chun-ying has announced new measures to boost Hong Kong’s local talent, as well as attract more talent from overseas, in his third annual policy address this week.

New labour measures include a pilot scheme to attract second generation Chinese Hong Kong permanent residents, who have emigrated overseas, to return to Hong Kong.

In his speech on Wednesday, the first post-Occupy, he also vowed to “encourage the extension of the retirement age” as well as review welfare arrangements, provide better support for women returning to the job market and promote employment for the underprivileged.

Leung’s annual blueprint on the region’s policy was much-awaited, in the aftermath of pro-democracy protests that called for widespread change. The overall message of his address was to “uphold the rule of law, seize the opportunities, make the right choices”.

A five-pronged manpower strategy

On the business front, Leung explained Hong Kong’s labour force is expected to decline from around 2018. With the need to develop “adequate and quality manpower”, he laid out a five-pronged manpower strategy to address the demographic changes.

All five areas highlighted by Leung focus on optimising the local workforce as well as attracting foreign talent.

1. Leveraging the local workforce better: He announced three measures to tap into the existing local workforce, starting with extension of the retirement age. Already in place for civil servants, other employers will now be encouraged to take action on this.

Second, more child care services are on the cards
, to support mothers who wish to continue working
, in addition to extended hour services. Finally, Leung has also promised to promote employment for the underprivileged.

2. Nurturing the local workforce: Diverse jobs, as well as learning, training and development opportunities are on the horizon for the younger generation. The Task Force on Promotion of Vocational Education, he announced, is identifying ways to promote the attractiveness of vocational education, and is expected to share these by mid-2015.

3. Attracting foreign talent: Not only will Hong Kong target foreigners (including a focus on entrepreneurs), but will also implement a pilot scheme for second generation Chinese Hong Kong permanent residents who have emigrated overseas.

Hong Kong’s General Points Test, under the Quality Migrant Admission Scheme, is slated to be adjusted, in order to “attract a larger pool of young talent with excellent educational background or international work experience.”

4. Supporting families: “The Government will consider providing appropriate financial support. We will review the child allowance under salaries tax in the coming Budget,” said Leung in the policy statement. 15-year free education may also be rolled out for young parents.

5. Promoting active ageing: Leung has announced concession schemes as well as community programmes for the ageing local society. These include elderly centres, commuting facilities, among others.

Policies on women and working conditions

Besides the manpower policy, Leung has announced acceptance of the Gender Mainstreaming Checklist developed by the Women’s Commission. Applicable to more than 50 policy areas, all government departments would, going forward, have to refer to the checklist in formulating major initiatives.

The ratio of women appointed to government advisory and statutory bodies should also be raised from 30% to 35%.

“The Government will continue to consolidate the efforts of all parties, and encourage employers to offer part-time jobs which are more popular with women to promote their employment,” said Leung in his statement.

In addition to these measures, the chief executive has taken note of local working conditions and promised an increase in the minimum wage to $32.5 per hour, subject to the Council’s approval. In addition, the Standard Working Hours Committee is discussing the issue of working hours.

I had to re-read this again and was struck by several things. Basically the Chief exec Leung identified the manpower issues of HKG which are identical to singapore. namely, they have a low birth rate, manpower shortages, etc. The way that HKG and PAP addresses it are 2 different worlds apart. The PAP simply open the door and let in any tom dick and harry under the guise of foreign talents. But HKG, next door to 1.3 billion cheap labour force did not do this. If they want to address their labour issues and manpower shortages, they could have easily opened the door to the mainland chinese, and they will get 10 million mainland FTs in a week. But they choose not to do so.

Leung uses words like "nurturing" the local work force by implementing vocational education for HKG residents. Contrast this to the PAP who seems to be spending education money on free scholarships for foreign students, english lessons for FTstudents and PLA generals. etc. He also said that he will provide more and longer child care services so that mothers can work longer in the labour force. Contrast this to the PAP who have no such freebies available and who have no laws to protect new mothers from losing their jobs.

The HKGers attempts to attract FTs are concentrated on entreprenuers who can start business, and employ HKG residents and contribute to the economy and children of HKGers who have emigrated overseas. THe PAP's attempts to attract FTs is to simply open the floodgates. Regardless of whether they are stealing local jobs or not.

Notice that that to address the manpower and labour shortages, the PAP simply tables a white paper to raise the population by 1.5 million to 6.9 million. Notice in Leung's speech, there is no talk of drastically increasing the population, even though they could have easily done so by virtue of being next to China. Leung puts out a 5 prong approach and explains each of the 5 prongs, and how they will address the shortages. Gay Loong simply tells everyone that FTs will create jobs for singaporeans and expects us to believe it for fact without providing any fact based evidences or case studies. Any idiot politician can simply open the floodgates and let many people in to solve the manpower and labour issues, but that creates great social unrest in the local population. HKG's Chief exec has to plan out an approach to minimize the potential social unrests. this is much more difficult to do and its being done by someone earning a fraction of what Gay loong earns.

The irony is I can say from reading this article that its harder for a mainland tiong to enter, work and live in HKG than in Singapore!! How can this be? Both countries are Asian tigers, and both countries have similar issues. But the difference in approach is incredible. HKGers have no right to this quality of govt. as they are basically not masters of their own destiny and are over seen by a communist China. SIngapore on the other hand should have all the advantages of a supposedly democratic system, but instead its hampered by bad govt. The difference is the Leech known as the PAP.
