PEASANTPORE: The major Axis of Evil, Labour's Aljunied-Hougang-Punggol East Town Council’s (AHPETC) “persistent poor performance” as deemed by pro-regime lackeys is in service and conservancy charges arrears management, and corporate governance. Pompous Ministry of National Development lackeys has a term for it “grave public concern”.

In its Town Council Management Report released on Tuesday (Nov 4), the MND with hidden agenda to fix Labour claimed pro-Ruler Loong town councils performed well last year, decided to overlooked some badly run ones but went for the jugular and lambasted Labour's Aljunied Unrepentant Ward.

On AHPETC’s performance, MND said as long Labour continue to ask Ruler Loong tough questions during the Imperial Court sessions, they will continue to issue “Red Herrings” for Labour in running their monstrous Axis of Evil Aljunied Ward.

"The intent is to tell peasants if they continue to balk Ruler Loong, rest assured, the regime will play all kinds of dirty tricks to make life difficult for time by whacking, nitpicking and harassing labour's town councils. I fucking repeat, this is not a Nordic state ok!", an unnamed MND lackey disclosed.

Aljunied-Hougang-Punggol East Town Council (AHPETC) has been red flagged by the Ministry of National Development (MND) in two areas in the latest Town Council Management Report that was released today.
MND said its "persistent poor performance in corporate governance and service and conservancy charge (S&CC) arrears management is of grave public concern'.
AHPETC had been red flagged for two areas: S&CC arrears management, which examines the extent of town councils' S&CC arrears that residents have to bear, and corporate governance, which reflects the town councils' financial rules.
Other areas in which a town council's performance is assessed includes estate cleanliness, estate management, lift performance, S&CC arrears management and corporate governance. Three colours are used to band the town councils for each category: Red, green and amber.
According to MND, this is the second successive report that AHPETC had been banded red for corporate governance and the third successive time to be banded red for S&CC arrears management.
Under corporate governance, MND said AHPETC's independent auditors for FY11 and FY12 have reported various legal and regulatory contraventions. MND stated that the town council had not rectified them.
Also, AHPETC has yet to submit its FY12 financial statements and its self-declared corporate governance checklist, said the report.
As for S&CC arrears, the situation is "of grave public concern", said MND.
The ministry explained that Aljunied's S&CC arrears rate rose from 2.6 per cent in FY10 to 8.4 per cent in FY11 and FY12, after Aljunied merged with Hougang. MND said these rates were significantly above the national norm of about 3 per cent.
AHPETC had committed to improve the arrear's situation, but its rates further increased to 29.4 per cent as at end April, 2013, stated the report.
MND also said that from May 2013, the town council stopped submitting its monthly S&CC arrears report altogether, despite repeated reminders.
While most town councils have performed well in certain areas, some could do better in estate maintenance, service and conservancy charge arrears management and corporate governance, said the report, which covers the period from April 2013 to March 2014.
The report pointed out that estate maintenance remains an area for improvement, as 11 town councils had scored Amber in this catgeory. Obstruction of common areas was the top most observation under this category.
Other town councils that were highlighted in the report include Potong Pasir Town Council, which scored Amber for S&CC arrears maangement, and Ang Mo Kio Town Council (AMKTC), as well as Choa Chu Kang Town Council (CCKTC).
The two were banded amber in the corporate governance category for technical breaches.
AMKTC was late in transferring funds to its sinking fund bank account on two occasions by six and eight days respectively, because the authorised signatories were overseas when the transfers were due.
CCKTC did not transfer the correct amount to the sinking fund for the quarter ended Sep 2013 due to errors in calculations.
MND said both town councils have since rectified the breaches.

Only PAP town councils behave like ah loong money lenders....

News never mention, AHPETC remain constant, but AMK and CCK town councils "deproved".

AMK (Lee Hsien Loong GRC) and CCK (Gan KY GRC) went from green to yellow in corporate governance.

The only people that should be concerned by their performance is the residents living in that town council. If they are unhappy with their performance they can always vote them out.

PAP must be worried because if people see that the non-PAP town councils can operate more efficiently without the same $$$ the PAP charges, the "lesser mortals" may decide to kick out the expensive & inefficient PAP

Worse than Ah Loongs, use law to Jail tos who hve no money to pay. They are the bestest businessman.

I feel that AHPETC is a better town council than the PAP, this to show that they are more sympathy, caring and understanding the people plight and difficulties. Unlike the PAP, they always threaten you with lawyer letters if your are arear with the town council S&CC, which it had happen to me many times and we were always out of fear and scare will always resort to borrow money from somewhere to pay them. Who would want to owe the TC if we can afford to pay.

The Ministry of National Development (MND) explained in a Town Council Management Report released today that the Workers’ Party Town Council is performing “poorly” and it is a matter of “grave public concern”.
MND highlighted that the Aljunied-Hougang-Punggol East Town Council (AHPETC) has had poor performance in the areas of S&CC arrears management and corporate governance for quite a long time.
Their latest report shows that AHPETC is in the “red” again for corporate governance and S&CC arrears. They said that this is the 2[SUP]nd[/SUP] and 3[SUP]rd[/SUP] time respectively that they have received this score.
MND highlighted that the AHPTEC has “persistently” performed poorly.

Even if the WP was truly shitty at running APHTEC , nobody would place much weight on an MND report that said so. Singaporeans long ago stopped believing official reports on the opposition wards. At best they will irritate people and lose more votes. Civil servants should avoid sinking to the level of MSM when it comes to credibility.

Unless WP screw up the estate very badly so much so it inconvenience the residents, don't think it going to affect much. Hg and pp in the past also never get good grade in their tc management.

If 'poor performance' means not hounding or incriminating those who have no means to pay their conservancy charges, I'd gladly take more 'poor performance'.

A profit-maximising entity (PAP town councils) lacks a soul. This should be quite clear to everyone.

There are 2 PAPs one white one blue they are actually of the same material except for the LEE component - one is LEE one is non-LEE. That's all.

Currently my estate getting upgrade, fresh coat of paint(first in 10yrs), a new jogging track and shelters at carpark. Even before the project complete, they already start demolish a couple of new additions. Why? Because the new stuffs cause more problems than being useful. Already car owners unhappy because the shelters reduce the number of parking lots, causing many to illegally park. The jogging track also a waste of money as there already a jogging track which is part of the PCN.

The only real reason for the so call improvements is a money grab for crony. Other than the fresh paint, the rest are useless and impractical.

How come only AHPETC gets such a bad score for their arrears? Did other Town Councils

TRS claimed that other town council write off S&CC arrears to get good scores. Alamak! Ever heard of an AUDIT? Oh wait, maybe because some party does not have, thus TRS does not know.
