instead of building a ground station, a better choice is to rig the whole system together with the blimp to a converted ship. the ship can move around and out of range of artillery fire. a moving target is always more difficult to hit than a static target.

I think the blimp is a good idea for peacetime vigilance; I'd actually suggested something similar but based on an older technology. I'd also suggested using a dirigible rather than a hovering Super Puma as an airborne command post during NDPs. Let's see who takes credit for this when it's implemented.
Why use a blimp when a anchored helium balloon used by weathermen can do the trick cheaply?
Blimp got more fear factor like red alert 2 Kirov airship.can drop 100 ton bombs from the cargo bay......when people hear the sound of the bombs whistling thru the air it will strike fear thru their hearts.
Imagine a group of 50 kirov airships moving silently to ur target at night stealth, then when they reached the target hundreds of bombs dropping.
