Khoo Chin Guan, 29, was sentenced to 4 months in jail for writing $8000 on a blank cheque given to him by ComCare.

Khoo was a recipient of ComCare assistance from the North West Community Development Council and he was entitled to $200 a month.

However, on June 24 last year, Khoo had received a blank cheque from ComCare and faced with debts and large medical bills from his father’s lung cancer treatment, he decided to use the blank check to cash in $8000.

Later in the year, The accountant for Zhenghua Citizens’ Consultative Committee (CCC) discovered that $8000 had been withdrawn from the CCC Community Development and Welfare Fund and she lodged a police report on December 6[SUP]th[/SUP] suspecting that someone had altered a cheque given to them.

Investigations revealed that Mr Khoo had not altered the cheque, but had been given a blank cheque instead.

It is not known why ComCare is distributing blank cheques to needy residents who are in difficult financial situations.

There is an awful lot of temptation if you give a needy resident a blank cheque.

However, the court ruled that it was an aggravating factor that Khoo had dishonestly stolen money from a welfare fund and the fact that it was a large sum.

Khoo was convicted of forgery despite the fact that he had been given a blank cheque.

Wwepee Weerasak · Top Commenter · Baghdad, IraqBlank cheque and the man is convicted for forgery? Very strange ruling. What did he forged, certainly not someone's signature which was not mentioned. Perhaps cheating was more appropriate because he had not forged the cheque or faked a signature and steal the money but rather asked for more of what he should be given. It is clearly Comcare's error instead of the guy's criminal action which is arguable had he hired a good lawyer who could have spared him such a warped sense of penalty. His defence could have been that he had genuinely believed the ComCare was helping him and thus a blank cheque, and had he wanted, he could have raised the amount to $80,000 which he did not....thus his gullibility to ask for $8,000 and not his intent to cheat.
