(联合早报网讯)一名七岁男童今天中午被发现从淡滨尼九楼住家坠落,当场身亡。

案件发生在下午1时左右,地点是淡滨尼4道第815座组屋九楼的一个五房式单位,相信是从厨房窗户坠落。

警方接获通报后赶往现场,发现男童倒卧在组屋地面层,目前将案件列为非自然死亡性质处理。

A seven year old boy was found dead this afternoon at the foot of a block in Tampines avenue 4.
Police confirmed that they received a call shortly after 1pm asking for assistance.
Paramedics who arrived at the scene pronounced the boy dead.
It is understood that the boy had injuries consistent with those of suffering a fall from a height.
It is believed that there was some foul play involved but police are yet to make any arrests.
They are currently investigating the case.

A MURDER charge against a woman for causing the death of her 17-month-old son in the sea off East Coast Park has been amended to one of culpable homicide not amounting to murder.

Lim Ann Nee hugged friends and relatives who had turned up in court for her case yesterday after she was released on bail.

The 45-year-old, who is married to a Frenchman, has been in custody since November last year for the alleged murder of her son, Emilien Lacroix.

The toddler's body was found floating about 300m from Bedok Jetty while Lim was rescued by the Police Coast Guard in the waters off East Coast Park on Nov 25 last year.

Both mother and child were not clothed when found.

When Lim's case was mentioned yesterday, the prosecution tendered an amended charge.

Lim, whose case has been delisted from the High Court, is said to have caused the death of her son by carrying him into the sea off East Coast Park and leaving him alone, knowing that he was unable to swim.

The charge further states that the act was done when she knew that it was likely to cause death, but without any intention to cause death, or such bodily injury as was likely to cause death.

Lim's husband, who is a Singapore permanent resident, stood bail for her at $30,000.

She was initially remanded at Complex Medical Centre in Changi for psychiatric assessment, which went on for more than a month.

Psychiatrists found her not of sound mind at the time of the alleged offence. She is now fit to plead.

A pre-trial conference is scheduled for Sept 8. The maximum penalty for culpable homicide is 10 years' jail, a fine and caning. Men above 50 and women are not caned.

A 42 year old woman has been arrested and will be charged with the murder of the 7 year old special needs boy who was found at the foot of a block in Tampines yesterday afternoon.
The woman is the mother of the young boy and she is expected to be charged in court tomorrow.
A neighbour explained that the young boy was autistic and he attended a special needs school. He described the family as “very private”.
The boy was found lying face down in a pool of blood at the foot of block 815 in Tampines avenue 4. His injuries were consistent with that of a fall from a height.
He lived with his family, which consists of his parents, grandmother and 12 year old brother in a five room flat on the ninth floor.
Is this another case of a mother acting out of desperation, similar to Rebecca Loh, the mother forced in desperation to push her 9 year old special needs son to his death?
In Singapore, there is very little support for families who fall through the cracks. When children are born with disabilities, it is very difficult for their parents to get adequate support and this can put a lot of financial pressure on the families in Singapore where stress levels are alraedy very high.






In other developed nations, people wil disabilities can receive sufficient welfare payments from the government so the burden of raising a special needs child is not so heavy.
Is it time for Singapore to introduce more support for the disabled?

If the govt cannot help or pretend to help to get votes, then many like her will fall through the cracks and take desperate measures.

Cannot anyhow give welfare. That is not the PAP way. It is socialism, it rewards the undeserving, it sets up a crutch mentality and diminishes the work ethic. :wink:
