Cop jailed 14 months for taking sexual bribes

A maid under arrest for stealing from her employer was offered help from a cop to return to her native Indonesia - as long as she gave him sexual favours in return.
Staff Sergeant Parthivan Ramaya, 34, told 25-year-old Dwi Sulistiani: "You girl. I boy. You understand, right?"
He was jailed for 14 months yesterday after admitting three out of four charges of corruptly obtaining bribes in the form of physical intimacy and sex.
Parthivan arrested Ms Dwi in January last year and took her to Ang Mo Kio Police Division headquarters where he warned her of the consequences of her alleged offence.
He asked if she wanted his assistance, to which she agreed. But he said she had to help him first.
He told her in Malay: "For one day, I want to make you like my girlfriend, like my wife."
After her statement had been recorded, he again asked her whether she wanted his help to return to Indonesia.
He then told her to touch him and groped her buttocks.
He then took her to a different interview room where he hugged and kissed her.
The next day, after administering a warning to her, he took the maid back to his flat in Yishun and had sex with her in the living room and shower.
It was not revealed in court how he was caught.
The prosecution pressed for a stiff sentence to send a strong message to serving officers that such transgressions would not be condoned.
"If left unchecked, such offences would erode public confidence in our law enforcement agencies," said Deputy Public Prosecutor Haniza Abnass.
As a senior investigation officer, Parthivan was in a position of trust, she said, adding that his offences were pre-meditated.
Parthivan's lawyer Josephus Tan, who represented him for free, said his client had been diagnosed with mental disorders caused by a head injury he suffered in a road traffic accident two years ago.
A doctor stated that Parthivan's mental disorders had impaired his thinking at the time and was a contributory factor to the offences.
The lawyer said his client was remorseful for his actions, adding that his wife is expecting their fourth child.
A charge of receiving physical intimacy from the maid at a stairwell of a block of flats was considered during his sentencing.
Parthivan could have been fined up to $100,000 and/or jailed for up to five years on each charge.

Jailing a scum like him is a waste of time if he is not caned as well. The paps do not seem how to punish criminals especially those in the armed forces who commit crimes in the course of their official duties.

It is inconceivable that each and every interview room in the police station is not wired with camera. How can a male officer be allowed to interview a female crime suspect alone without the presence of another officer, especially a female officer, in the same interview room? The officer in charge of that station and the scumbag's superior officer ought to explain as well.

How is a male officer going to rebut allegation of molest by a female crime suspect if there is no camera and no independent witness in the same interview room? This case tells us that the senior officers do not know how to run the station efficiently too. Take high salary, go home and let their junior officers run wild.

SINGAPORE - A $10 bribe cost former Certis Cisco security guard Kalaiarasan Muniandy his job and landed him in court yesterday, when he was charged with corruption.

The 22-year-old Malaysian allegedly took the "coffee money" from a maid in return for not taking action against her for drinking water at Paya Lebar MRT station on Jan 19.

In court, he indicated that he wished to plead guilty. His case will be mentioned next Friday. The maximum penalty for corruption is a $100,000 fine and five years' jail.

Responding to a media query, Certis Cisco's vice-president of group marketing and corporate communications Richard Lau said: "At Certis Cisco, we train and expect our officers to uphold high standards of professionalism and integrity. We do not tolerate misdemeanour of any kind." The accused's services have been terminated by the company, he said.

Kalaiarasan, who was employed by Certis Cisco's Protection Services, had been attached to SMRT. Part of his duty as a transit security officer was to conduct bag checks on commuters.

The Corrupt Practices Investigation Bureau said yesterday it received information from police on Feb 20 alleging that one of its guards had obtained "coffee money" from a maid in return for him doing her a favour.

Further investigation showed Kalaiarasan had spotted Hasna drinking water at the station. He told her she would be issued with a summons of $300 for consuming water. He also recorded her particulars on a bag check list. Hasna could not pay the fine and told Kalaiarasan she had only $10.

He allegedly asked her to place the note on his desk. She was then allowed to leave. Subsequently, he allegedly blotted out her particulars from the list.All for $10?
