According to the latest Annual report released by the Singapore Medical Council (SMC) [Link], it would appear that the number of foreign doctors compared to local doctors is increasing.

On top of this, the total number of doctors in Singapore compared to the total population is much lower than the proportion of doctors in other developed nations.

This could prove to be a major problem for Singapore as the aging population puts more stress on medical needs.

The SMC report showed that at the end of 2013, the total number of certified medical practitioners in Singapore was 11,433. When compared to the total population in Singapore, this figure translates to 2.1 doctors per every 1000 people in Singapore.

The number of doctors for every 1000 people in other developed countries were much higher: Austria had 4.8, Sweden 3.9, Germany 3.8, Norway 3.7, Australia 3.3 and UK 2.8. [Link].

Another interesting observation from the SMC annual report was that of the doctors in Singapore in 2013, over 31% were actually foreigners (including PRs).

Furthermore, comparing the number of foreign vs citizen doctors in Singapore in 2012 with the 2013 figures shows that Singapore took in more foreign doctors in 2013 than it certified Singaporeans.

There was a net increase of 764 registered medical practitioners, of which 408 were foreigners and only 356 were Singaporeans.

Now, why is the government preferring to bring in foreign doctors instead of increasing the quotas for medicine at local universities and allowing more locals to be trained to be doctors.

As the medical burden will be increasing with the ageing population, shouldn't the government be training more locals to be doctors rather than always relying on the inflow of foreign doctors, who's certifications may be even harder to verify?

Net increase in FT docs more than SG docs in 2013

The Singapore Medical Council (SMC) released its latest annual report (2013) on Thursday (25 July 25) [Link].

As at 31 December 2013, the number of medical practitioners who had full, conditional and temporary registration in Singapore was 10,953. This provides a medical practitioner-to-population ratio of 1:493.

There were a total of 11,433 registered medical practitioners holding valid practising certificates in Singapore as at 31 December 2013 with the inclusion of 480 medical practitioners on provisional registration (i.e, as house officers).

Of the 11,433 registered medical practitioners in Singapore, following is the breakdown:

2013Number of DoctorsPercentage
Singapore Citizens787568.9%
Permanent Residents139612.2%
Non-Resident Foreigners216218.9%
Total11433100.0%
In other words, almost 1/3 are foreign doctors (PR + FT) in Singapore now:
2013Number of DoctorsPercentage
Foreigners355831.1%
Singapore Citizens787568.9%
Total11433100.0%

If we include the 480 house officers, the medical practitioner-to-population ratio will become 1:472, as at end of last year. That is, this translates to 2.1 doctor per 1000 population.

At this level, the doctor density of Singapore is still below the average of OECD countries [Link], which is 3.2 per 1000. Following are the doctor densities of some of the first world advanced nations:

Country2011 (or nearest year)
Austria4.8
Sweden3.9
Germany3.8
Switzerland3.8
Norway3.7
Denmark3.5
Australia3.3
France3.3
Finland3.3
Netherlands3.0
Belgium2.9
United Kingdom2.8
Luxembourg2.8
Ireland2.7
New Zealand2.6
United States2.5
Canada2.4
Japan2.2

Clearly, Singapore is at the tale end when compared to these OECD countries and certainly, we need more doctors in Singapore especially as our population ages.

From 2012 to 2013, the total number of registered medical practitioners in Singapore, including house officers, increased from 10,669 to 11,433. Hence, there had been a net increase of 764 registered medical practitioners in 2013.

Comparing the data from the 2012 and 2013 annual reports of SMC, of the net increase of 764 registered medical practitioners in Singapore last year, the breakdown is as follows:

2013Net increase in DoctorsPercentage
Singapore Citizens35646.6%
Permanent Residents15920.8%
Non-Resident Foreigners2492.6%
Total764100.0%

Clearly, there is a larger net increase in the number of foreign doctors (PR + FT) compared to that of Singaporean doctors last year (408 vs 356):

2013Net increase in DoctorsPercentage
Foreigners40853.4%
Singapore Citizens35646.6%
Total764100.0%

It’s not known why the the Singapore Govt is not further increasing the enrollments in our medical schools so as to allow more Singaporeans to study and become doctors. Instead, it prefers to give licence to more foreigners to work here as doctors.

Thank You PAP! Today i was attended to by a doctor from the 8th ranked medical school in Pinoyland

while graduates from pinoy medical schools are not recognized as Doctors by USA and reclassed and made to work as Nurses

Our Government has the foresight to recognized these excellent qualifications as equal to harvard medical degree so that SG Citizens will have top of the line Medical Care

PAP wan Sui!

AND YES ITS TRUE... THERE ARE PINOY DOCS IN SINGAPORE...

Local students, especially girls, are shut out from the medical faculty despite stellar results, yet they hire doctors with dubious degrees from third world countries such as India and the Philippines.

A search on the Singapore Medical Council yields the following.

Mind you, this is only on the 1st page of the search result on just one restructured hospital, Tan Tock Seng Hospital.
On the same page of search result, there were also doctors with other foreign degrees.

because base on statistic, if more FT are in more sector of profession.. the FT will feel more at home and they will have the higher chances to convert to citizenship and then finally vote for the PAP and PAP can remain in power forever despite you ball-less sinkies for hating them so much.

The SMC assumes all foreign doctors are medically competent with genuine qualifications. Let there one day be one fatal medical case of a foreign fake doctor involved and the SMC gets implicated for negligence as well. Until then, all foreign doctors are good but local medical trainees are rubbish.

When foreigners become shitizens, they will also become disillusioned in no time and may not vote for papees. They will either run road back to where they came from or they will emigrate to another country. Sinkies are ball-less but how much balls do bolehs have?
