One allegedly arranged police escort for wedding

HE was a patrol team leader with the Traffic Police (TP) when he allegedly got five of his subordinates to provide a mobile escort for a couple's wedding.

Station inspector Aziz Osman, 49, is also accused of asking them to make a false entry in their patrol log sheet on that day.

The groom, Mr John Hooi Tuck Sung, was then working for tyre company Pirelli Asia. His wedding was held on 29 May 2004 at the Singapore Botanic Gardens.

As team leader, Aziz was responsible for the supervision and deployment of the patrol officers in his team.

Yesterday, he was charged with 10 counts of conduct prejudicial to the good order and discipline of the police force, over the unauthorised wedding convoy of motorbikes.

He and senior station inspector Hashim Kamari, 48, faced another similar charge over a free trip to Taiwan.

They allegedly accepted a free air ticket, meals and accommodation for a promotional event of Pirelli's tyres that was held there in April 2004.

HASHIM KAMARI.

Hashim was attached to the Automotive Engineering and Maintenance Division of the Police Logistics Department at that time. He was a project management officer.

He was also accused of corruption by accepting a discount of $83 from Mr Lim Sun Kwang when he bought a Metzeler tyre in June 2004. The German brand specialises in motorcycle tyres.

Tyre deal

He allegedly received the discount in return for recommending his department to buy Metzeler tyres from JR Pte Ltd. The tyres were meant to be used by the traffic police.

Both men joined the police force in 1981.

They were represented by Mr Vijay Kumar and their pre-trial conferences will be held on 12Mar.

ONG THIAM HOCK.

Also in the dock yesterday was ex-cop Ong Thiam Hock.

The former senior staff sergeant, 35, was charged with 12 counts of corruptly accepting sex and money from an unlicensed massage parlour operator.

He is said to have accepted sexual favours five times, and $7,000 from Ms Zhong Xiaoqin. The Chinese national ran Tian Zi at Block 445, Clementi Avenue 3.

In return, he would tip her off about impending raids by the police. The alleged offences took place between May and July last year.

Ong was then a compliance management officer with the Clementi Police Division. He had previously arrested the Chinese national for working illegally in a massage parlour.

His lawyer, Mr Thong Chee Kun, told the court that he would be making more representations.

He was released on $10,000 bail and his case will be mentioned on 19 Mar.

If convicted of corruption, Hashim and Ong can be jailed up to five years and fined up to $100,000.

Conduct prejudicial to the good order and discipline of the police carries a maximum jail term of three months and a fine of $500.

HE tried to bribe the two police officers three times.

Each time, they rejected him. But the man, a foreigner in his 20s, refused to give up. The incident happened last October.

Sergeant Norman Jalal, 32, and Corporal Choong Teck Heng, 23, had gone to a condo in the Orchard Road area after the police received a call about a fight.

They found the man in a unit. He was bleeding from his head and appeared drunk. When he saw the officers, he shouted at them.

Sgt Jalal then called for an ambulance. That was when the man took out a stack of bills and offered it to the officers in return for not pursuing the case.

Later, while they were waiting for the ambulance outside the condo, he again tried to bribe them and said he could give them more money. Then, at the hospital, he told Sgt Jalal that he was willing to give him 10 million rupiah ($1,280) if he allowed him to leave.

The officers arrested the man after he received treatment for his injury.

From last March till now, there were 10 cases of police officers rejecting bribes, which were offered to them in the form of money or sexual favours.

Among them were 20 officers who were commended at the police's annual ethics seminar yesterday.

In another incident, an overstayer offered sex to three police officers if they agreed to let her go.

Last November, Sgt Muhammad Fadzly Khrudi, 27, and another officer were patrolling the Lavender area when they came across a woman in her 30s.

She was behaving suspiciously, so Sgt Muhammad Fadzly asked her for identification documents. But the woman claimed that she had left her passport in a hotel.

Worried that she would be taken to the police station, she told him that she was willing to sleep with him.

A third officer, Sgt Lee Wah Keong, 24, arrived not long after. The woman then said she could introduce other women to all three of them for sex. They turned her down and she was later investigated for corruption.
