why we pay millions for minister who is this kind of standard? Apology should be issued in black and white in newspapers by the one apologizing, that is the legal way to apologise what..

Our minister should know better that a general is just a civil servant and doesn't have the authority to issue apology on behalf of the govt of Indonesia. There are proper diplomatic channel for the 2 sides to communicate on the how the apology should be issued and who issue the apology.
No such thing as accepting apology 'at face value' as far as bilateral relations are concerns. this is just his face saving measures.
