SINGAPORE: Police arrested a 27-year-old Malaysian woman on Monday at the compound of the Ministry of Foreign Affairs for criminal trespass.

The woman is also being investigated for evading immigration clearance.

In a joint statement on Tuesday, the Immigration and Checkpoints Authority (ICA) and the police said the woman has a history of mental illness.

With the assistance of the Malaysian High Commission in Singapore and the Malaysian police, ICA and the police have contacted the woman's next-of-kin in Malaysia, and they are on their way to Singapore to assist with investigations.

The statement said the woman is under police custody, and investigations are on-going.

According to preliminary investigations, the woman entered Singapore in a Malaysian-registered car on January 17 through the Woodlands Checkpoint at about 1.58pm.

She left the checkpoint at 2pm.

The authorities said the woman had managed to leave the checkpoint without being stopped as the officers-in-charge did not immediately raise the alarm.

By the time the alarm was raised two minutes later, the car could not be located despite an immediate lockdown of the arrival car zone.

Three days later, as earlier reported online by Channel NewsAsia, the woman headed to the Ministry of Foreign Affairs at Sherwood Road, where she apparently tail-gated a car to enter the premises.

ICA and the police said even though there is no immediate threat to public safety, they take this case very seriously as it concerns the security of Singapore's borders.

They will review the incident and take necessary steps to prevent a recurrence. In particular, they will review their security systems and work processes at the checkpoints.

In a statement on Tuesday evening, Deputy Prime Minister Teo Chee Hean expressed his dissatisfaction over the security breach as well as the subsequent response actions.

He said there could have been more serious consequences.

Mr Teo, who is also Minister for Home Affairs, said the incident should have been prevented and dealt with more urgently and decisively.

He added that he has directed both the ICA and police to give him a report on the corrective actions taken, as well as the disciplinary actions against officers who have not discharged their duties properly. - CNA/fa

SINGAPORE: A Malaysian school teacher charged with criminal trespass in Singapore has a long history of mental illness, a relative has said.

In an interview with The Star newspaper in Malaysia published on Friday, the teacher's aunt, Madam Hanifah Che Pi, said her niece had been on medication since she was a teenager.

28-year-old Nurul Ruhana Ishak was arrested on Monday after slipping past security at the Ministry of Foreign Affairs.

She had allegedly entered Singapore in a Malaysian-registered car after evading clearance at Woodlands Checkpoint.

Nurul Ruhana had managed to leave the checkpoint without being stopped by immigration authorities.

By the time officers had raised the alarm, her car could not be located despite an immediate lockdown of the arrival car zone.

Madam Hanifah said Nurul Ruhana, who is from Pendang, in Kedah state, suffered from depression.

Still, she did well in school, graduated from Universiti Sains Malaysia in 2010, and became a teacher.

The family said they are still puzzled as to why she drove to Singapore.

SINGAPORE: Malaysia's Minister of Foreign Affairs has identified the Malaysian woman who crashed through the security barrier at Singapore's Ministry of Foreign Affairs (MFA).

She is 28-year-old Nurul Ruhana Ishak from Pendang, Kampung Bahru in Kedah.

According to a statement from the Malaysian Foreign Affairs Minister, officers from the Malaysian High Commission in Singapore had taken immediate action in establishing contact with Nurul Ruhana.

This was to provide the necessary consular assistance to ensure her rights and well-being are protected.

The Malaysian Foreign Affairs Minister has requested the Malaysian High Commission in Singapore to continue to monitor the situation.

On January 17, Nurul Ruhana entered Singapore in a Malaysian-registered car through the Woodlands Checkpoint at about 1.58pm.

She left the checkpoint at 2pm.

THE Malaysian woman at the centre of two security intrusions here has been charged with criminal trespass and remanded at the Institute of Mental Health for a psychiatric assessment.

The 27-year-old, said to have a history of mental illness, was arrested on Monday in her red Perodua hatchback after she had driven into the compound of the Ministry of Foreign Affairs (MFA) without authorisation.

She had also apparently sneaked past immigration at the Woodlands Checkpoint last Friday, giving police the slip for three days before finally being nabbed in the grounds of the MFA, located off Holland Road.

An islandwide advisory to look out for her was sent to police patrol cars, but she was not found until Monday's incident at the MFA compound.

The Straits Times understands that about an hour before she breached the MFA compound, a taxi driver had dialled 999 while close to Singapore General Hospital, informing police that he had been tailed by the woman for the past hour.

The cabby was told to drive to the nearby Police Cantonment Complex, where he was assisted by officers.

It is understood that the woman, a teacher from Kuala Lumpur, also stopped her vehicle nearby but did not respond to officers' questions and drove off minutes later.

The incident prompted Deputy Prime Minister and Minister for Home Affairs Teo Chee Hean to express his "deep dissatisfaction" to the Commissioner of the Immigration and Checkpoints Authority and the Commissioner of Police about their response.

SINGAPORE: The Malaysian accused of trespassing the Ministry of Foreign Affairs (MFA) at Sherwood Road on January 20 is facing two additional charges.

Besides criminal trespass, Nurul Rohana Ishak has been charged with committing two immigration offences.

The 27-year-old teacher is accused of failing to present her Malaysian passport to the authorities at Woodlands Checkpoint before entering Singapore on January 17.

If found guilty, she could be jailed for up to six months and fined S$1,000.

Nurul Rohana also faces one count of failing to stop her vehicle at the checkpoint upon arriving from Malaysia.

If convicted, she could be jailed for up to six months and fined S$2,000.

The court heard on Wednesday that Nurul Rohana is of unsound mind and not fit to make a plea.

She had been remanded at the Institute of Mental Health for psychiatric evaluation.

Bail has been set at S$15,000 and a pre-trial conference will be held on March 4.

SINGAPORE: The Malaysian teacher accused of trespassing the Ministry of Foreign Affairs (MFA) at Sherwood Road on January 20 will be represented by a lawyer.

This follows arrangements by the High Commission of Malaysia in Singapore to engage a lawyer for Nurul Rohana Ishak through the criminal legal aid scheme.

Lawyer Abraham Vergis is providing pro bono services to Nurul Rohana, who faces three charges -- one for criminal trespass, and two alleged offences under the Immigration Act.

When asked on Tuesday morning on the status of the case, Mr Vergis said no decision on plea has been made as the prosecution is still reviewing some papers.

He added his client was moved from the Institute of Mental Health (IMH) to Changi Women's Prison last week.

Besides representatives from the High Commission, Nurul's family members were also present at court.

Nurul Rohana, 27, is accused of failing to present her Malaysia passport to authorities at Woodlands Checkpoint before entering Singapore on January 17 at about 2pm.

She also faces one count of failing to stop her vehicle at Woodlands Checkpoint upon arrival from Malaysia on the same day.

On February 27, the court had heard that Nurul Rohana is of unsound mind and not fit to make a plea, after a psychiatric evaluation by IMH.

Bail was set at S$15,000.

The family of the Malaysian teacher who is facing charges after illegally entering Singapore last month attended her second court mention on Tuesday.

The father, stepmother, and younger brother of Nurul Rohana Ishak, were seated in the public gallery at the subordinate courts as her case was brought up in a pre-trial conference.

Also present was a lawyer, Abraham Vergis, who had been appointed as Nurul's defence counsel through the Malaysia High Commission just before Tuesday's court proceedings, and is working pro bono.

The 27-year-old Kedah native slipped pass immigration officers at the Woodlands checkpoint on Jan 17, and was only arrested three days later (jan20) after missteps by border security and the police.

SINGAPORE: The Malaysian woman caught after slipping past immigration officers at Woodlands Checkpoint on January 17, was on Friday granted a discharge not amounting to an acquittal.

Nurul Rohana Ishak, 27, will be released to the Immigration and Checkpoints Authority of Singapore, and sent back to Malaysia.

The prosecution had withdrawn the three charges against her, following a report from the Institute of Mental Health that she was of unsound mind.

Nurul Rohana was diagnosed with Schizophrenia (Paranoid Subtype). She suffers from auditory hallucinations and thought she was being persecuted at the time of the offences.

However, due to the seriousness of the offences, the prosecution applied for a discharge not amounting to an acquittal, and not a full acquittal.

Nurul Rohana was also issued a conditional warning -- not to re-offend in a year. If she does, the current charges against her will be applied.

After a year, if she does not re-offend, the prosecution will apply to the courts for her to be granted a discharge amounting to acquittal.

Two of the charges she faced are for immigration offences. On 17 Jan 2014, Nurul Rohana did not stop her car at the Singapore Woodlands Checkpoint. She also did not present her passport to the immigration officer on duty.

She faced a third charge for trespassing at the Ministry of Foreign Affairs at Sherwood Road on 20 Jan 2014.

Nurul Rohana is currently being remanded at the psychiatric ward of Changi Women's Prison.

She was not present in court on Friday as she was not feeling well. But her family members were in court.

Also present was Malaysian Deputy High Commissioner Kamsiah Kamaruddin.

She said the High Commission is pleased and grateful with the court's decision.

She said: "We have been working with Nurul and her family and all the authorities here from the very beginning to ensure that her privacy and her interests are protected.

"And in this regard, the High Commission wants to thank all the authorities here in Singapore, particularly the IMH for taking excellent care of Nurul, the ICA and the police for their compassion in processing Nurul's (case), and also for the court and the DPP for their wisdom and judgement.

"We also want to thank everybody who has been calling us, wishing us well. And also for the media in highlighting this issue. I think in many ways, it opened up eyes to the condition of the unsound mind when they are committing a crime… we are doing our best to get Nurul back home with her family."
