One of my neighbours borrowed money from unlicensed moneylenders and defaulted on repayments.

Some time after the Chinese New Year, a loan-shark runner splashed paint onto three units of my HDB block, vandalising the doors and iron gates. I was one of the victims.

Such appalling tactics of loan sharks are common these days.

To nip the problem in the bud, the authorities should make it illegal for anyone to borrow money from unlicensed moneylenders.

Growing demand from borrowers continues to fuel the growth and proliferation of unlicensed moneylenders. If the demand is significantly curtailed, then the number of loan sharks will be reduced considerably.

In this way, there will be fewer incidents of loan-shark intimidation.

Just see the drugs situation.

2 arrested for loansharking activities

A 54-year-old man and a 21-year-old woman have been arrested for their involvements in loansharking activities in two separate cases.

The man was arrested along Choa Chu Kang Street 52 on April 1 at 12.35pm.

Preliminary investigations revealed that the suspect had used his previous residential address to obtain illegal loans from loansharks, resulting in the current house occupants of his previous residence being harassed by loanshark syndicates.

Investigations also showed that the suspect had failed to report the change of his residential address within 28 days.

In the second case, the woman was arrested on April 2 at 12.30am along Teck Whye Lane.

Investigations revealed that she is believed to have assisted loanshark syndicates to carry out series of loansharking harassments at Woodlands and Jurong West public housing estates by splashing paint at debtors' units, padlocking units' main gates and scrawling loanshark graffiti on the walls.

Upon her arrest, one mobile phone was seized in connection to the case.

Investigations against the suspect in the first case are ongoing while the suspect in the second case will be charged in court on April 3.

Any person who is guilty of providing false contact information to obtain loans from loansharks shall be liable upon conviction to imprisonment of up to 12 months.

First time offenders found guilty of loanshark harassment shall be punished with imprisonment for up to 5 years, a fine of not less than $5,000 and not more than $50,000, and shall also be liable to caning of not less than 3 and not more than 6 strokes.

Under the National Registration Act, any person who is guilty of an offence of failing to report a change of address shall be liable on conviction to a fine of up to $5,000 or to imprisonment not exceeding 5 years, or to both.

The man sports short black hair and is of a slim build. He was last seen wearing a pair of spectacles and wearing a white short-sleeved shirt with a pair of blue jeans.

4 arrested for loanshark activities

Three men and a woman have been arrested for loanshark activities in two separate cases.

In the first case, a 33-year-old female suspect was arrested in Queenstown yesterday at 4pm.

Preliminary investigations indicate that the suspect had assisted loansharks to harass debtors by locking their gates with bicycle locks and leaving debtor's notes outside the units.

Pieces of paper with loanshark-related writing were found in her possession.

In the second case, police arrested three male suspects, aged 35, 36 and 56, separately at Eunos Road, Prinsep Street and Hougang Ave 9 between 6pm and 10.50pm yesterday.

Investigations indicate that all three are believed to have committed more than 20 cases of loanshark harassment in Sembawang, Hougang, Tampines, Pasir Ris, Rivervale, Circuit Road, Dover Road, Woodlands, Toa Payoh, Bedok South, Ang Mo Kio, Teck Whye and North Bridge Road.

They splashed paint and scrawled loanshark-related graffiti on the walls of HDB blocks.

Loanshark-related paraphernalia including two cans of spray paint, surgical masks and two markers was found in the possession of the 35-year-old suspect.

All four suspects in both cases will be charged in court tomorrow for loanshark harassment.

Under the Moneylenders Act, first-time offenders found guilty of loanshark harassment shall be punished with imprisonment for a term not exceeding five years, a fine of not less than $5,000 and not more than $50,000, and shall also be liable to caning of not less than three and not more than six strokes.

SINGAPORE - Police have arrested two teenagers believed to have harassed loanshark debtors at Ang Mo Kio.

The 14-year-old male and 18-year-old female were seen behaving suspiciously outside a Compassvale unit on Saturday night.

They are believed to have splashed paint on doors of units in Ang Mo Kio, and are also accused of leaving notes demanding repayment from debtors.

Police seized from them two mobile phones, a marker pen and a note demanding payment.

The teens will face court on Sunday. If found guilty of loanshark harassment, they each face a jail term of up to five years, and a fine between $5,000 and $50,000. They could also be given between three to six strokes of the cane.

SINGAPORE - Police have arrested three men, aged 66, 41 and 17, for their suspected involvement in loansharking activities in two separate cases.

In the first case, police arrested a 66-year-old man at Woodlands Street 11 on Sunday for assisting a loanshark syndicate in collecting Automated Teller Machine (ATM) cards and Personal Identification Numbers (PIN).

Through follow up investigations on his arrest, Police officers laid an ambush and arrested another suspect, a 41-year-old man,at Aljunied Road.

The second man is believed to be a debtor-turned-runner who also assisted the loanshark syndicate by collecting ATM cards and PINs. A total of seven ATM cards, a stack of ATM transaction receipts and three handphones were seized from both men.

In another case, officers arrested a 17-year-old male on Monday for sourcing and recruiting people to commit loanshark harassment at borrowers' units.

Both the 41-year-old and 17-year-old suspects will be charged in Court on Tuesday.

First-time offenders found guilty of assisting in the carrying on of the business of an unlicensed moneylender may be fined between $30,000 and $300,000. They can also be imprisoned for up to four years and given up to six strokes of the cane.

Investigations against the 66-year-old suspect in the first case are still ongoing.

SINGAPORE - Three men aged between 36 to 53 years old have been separately arrested for suspected involvement in loansharking activities.

The 53-year-old suspect allegedly committed several cases of loanshark harassment in housing estates in Ang Mo Kio by splashing paint on the unit door of a debtor and leaving behind debtor notes demanding for repayments, said police.

He was arrested on Wednesday and will be charged in court Friday for loanshark harassment. Under the Moneylenders Act, first-time offenders found guilty of acting on behalf of an unlicensed moneylender, committing or attempting to commit any acts of harassment will be sentenced up to five years in jail, fined up to $50,000 and caned up to six strokes.

Police said the 36-year-old and 47-year-old suspects are believed to have given away their bank ATM cards and PIN numbers to a loansharking syndicate to facilitate the business of unlicensed moneylending. They were separately arrested in Ang Mo Kio Avenue 3 and Hougang Avenue 9 respectively. Investigations against these two suspects are on-going.

First-time offenders found guilty of assisting in the carrying on of the business of an unlicensed moneylender may be fined up to $300,000, be jailed up to four years and may receive up to six strokes of the cane.

Assistant Commissioner of Police Keok Tong San, Commander of Ang Mo Kio Police Division said: "Police is determined to come down hard on all those who are involved in loansharking activities, regardless of their age or gender."

While hundreds of families have asked for a relative to be banned from the casinos, none have asked for visit limits to be imposed so far.

The reason could be that families seek help only as a last resort, according to the National Council on Problem Gambling (NCPG), which hopes more people will act early to help family members nip their addictions in the bud.

According to Lianhe Zaobao, a total of 928 visit limits were issued between June last year and the end of last month.

The Casino Visit Limit was introduced last year as a social safeguard for financially vulnerable locals who frequently visit the casinos. It sets a cap on the number of times per month that a person can visit casinos at the integrated resorts.

It exists alongside the Casino Exclusion system, which can be used to completely ban certain individuals from entering the casinos.

There are currently 1,720 people under family exclusion orders, which were applied for by their families. But NCPG has yet to receive applications for family visit limits.

NCPG director Yoganathan Ammayappan said families might not be looking at this option as they are seeking help only as a last resort, after having endured for a long time the problems created by a relative's gambling addiction.

He said they could be choosing to get an exclusion order because it provides the most direct solution.

He said the council is urging gamblers' families to seek help early and apply for visit limits.

NCPG estimates that there are 4,000 to 6,000 low-income earners in Singapore who are at risk of becoming addicted to gambling, and who enter the casinos between six and 10 times a month.

It has sent notification letters to nearly 2,000 people, requesting that they provide information on their finances and debts.

So far, it has imposed third-party visit limits on 584 people. Of the remainder, some were deemed to be not facing financial constraints; others are still being evaluated.

SINGAPORE - Police are looking for information on the three men shown in the photograph to assist with investigations into a case of loanshark harassment.

The incident had occurred in the vicinity of Hougang Street 51 on March 17.

The trio is believed to be aged between 18 and 25, and with the following description:

i. The first man, standing at the extreme right of the photo, has a fair complexion. He was last seen attired in a white T-shirt with a pair of dark-coloured Bermudas and a pair of brown shoes, and was also wearing a black cap.

ii. The second man, standing in the middle, has a fair complexion. He was last seen attired in a black T-shirt with a pair of grey Bermuda shorts.

iii. The third man has a tanned complexion. He was last seen attired in a black T-shirt with a pair of brown Bermuda shorts, and was carrying a black sling bag.

SINGAPORE - Police have arrested a 35-year-old man for involvement in loansharking activities.

On Apr 15, 2014 at about 1pm, through follow-up investigations, officers from Ang Mo Kio Police Division arrested a man in the vicinity of Tebing Lane.

Preliminary investigations revealed that he had facilitated loansharks in their businesses by carrying out ATM transfers.

Investigations against him are on-going.

First-time offenders found guilty of assisting in the carrying out of the business of an unlicensed moneylender may be fined not less than $30,000 and not more than $300,000, be imprisoned for a term not exceeding four years, and shall also be liable for caning with not more than six strokes.

Commander of Ang Mo Kio Police Division, Assistant Commissioner of Police Keok Tong San, commended his officers for their perseverance and commitment in the fight against loansharking activities.

He said, "Police are determined to come down hard on all those who are involved in loansharking activities, regardless of their age or gender."
