BEFORE he enters a house, he checks the number of shoes outside the door. When the homeowner allows him into the flat, he checks their cupboards and laundry.

But 41-year-old Jeffrey Ho is not a private investigator.

He is a senior estate manager from HDB on a regular check to curb illegal subletting of rental flats.

Common tell-tale signs include keeping the door shut when the enforcement officers visit, and having shoes and laundry that do not match the description of the tenants.
