GP suspended, fined for professional misconduct

SINGAPORE: A general practitioner has been suspended from practice for four months and fined S$5,000 for professional misconduct.

Dr Kwan Wai Chee, 43, was also censured and ordered to give a written undertaking to the Singapore Medical Council (SMC) that she will not engage in professional misconduct.

She had to pay the costs and expenses incurred during the inquiry proceedings, including the costs of the SMC's counsel and the Legal Assessor.

The SMC said on Monday that the four-month suspension took effect from April 12.

The Disciplinary Committee Inquiry was held on March 12, following a complaint on December 22, 2008 by the Ministry of Health to the SMC.

At the time of the complaint, Dr Kwan was practising as a general practitioner at Bishan Grace Clinic, along Bishan Street 11.

She pleaded guilty to 10 charges of professional misconduct.

She had failed to exercise due care in the management of her patients relating to the inappropriate prescription of hypnotics and cough mixtures containing codeine.

The SMC and Dr Kwan gave consent for 10 similar charges to be taken into consideration by the disciplinary committee for the purposes of sentencing.
