Prominent local newsmaker Howard Shaw was among four additional men that were charged in court on Wednesday for having paid sex with an underaged prostitute.

Aside from Shaw, former UBS top banker and Swiss national Buergin Juerg, ex- teacher Chua Ren Cheng and 49-year-old Edward Whistler Go were also charged.

Prominent in social circles and a well-known advocate of the green movement, Howard is the grandson of Runme Shaw, co-founder of cinema operator Shaw Organisation.

According to a report last year, the former executive director of the Singapore Environment Council has two daughters aged 9 and 11. He graduated in 1995 from Oxford Brookes University in England.

The 41-year-old is among the biggest names tagged in a case that saw public servants, a former school principal and a businessman among the 44 men charged with the same offence in court on Monday.

Based on the charge sheet, Shaw allegedly paid $500 for sex with a girl who is under 18 on 30 October at 3:22pm at Hotel 81 Bencoolen.

Friends of Shaw expressed surprised over the news of the charge. One friend who asked not to be named told Yahoo! Singapore said she was shocked when she heard about it, but then added: "To be fair, it could have been anyone else, even in the high places."

His current employer Halcyon Agri Corporation, where he is the senior vice president of corporate social responsibility, declined to comment when contacted.

On its website, Halcyon describes itself as an integrated producer and merchandiser of a special grade of rubber, most widely used for making vehicle tyres.

Howard Shaw is not the only high-profile executive to be charged on Wednesday.

SENIOR BANK EXECUTIVE

Juerg, who is former head of operations at UBS Investment Bank in Singapore, allegedly paid $600 and $650 for sex with the girl in Shangri-La Hotel and Mandarin Oriental Hotel on September 2012 and January this year respectively.

Of the four charged on Wednesday, Chua was the only one to plead guilty to the charges.

FORMER TEACHER

A former colleague of Chua, who declined to be named, told Yahoo! Singapore that the news took him by surprise.

He said Chua had been a dedicated teacher during their time teaching at Jurong Junior College and that he was very professional in his conduct throughout. He said Chua dressed well and always looked presentable, so the fact he had engaged the services of a prostitute came as a shock, not only to him but their former ex-colleagues too.

A total of 48 men have now been charged with having paid sex with the underaged prostitute, who so far has not been named. They engaged her services, which were advertised on a website, between Sep 2010 and February last year.

Of the 44 charged before Wednesday, all but the ex-principal claimed trial. Those challenging the charges are expected to say they were not aware the girl was a minor, according to ST.

Lee Lip Hong, 39, the former principal of Pei Chun Public School, admitted to two charges of having paid $500 on each of two occasions for sex with the girl at Hotel 81 Bencoolen on Sept 26 and Dec 24, 2010, reported the same paper.

Also charged for allegedly paying $500 for sex with the underage girl on each of four occasion is 45-year-old businessman Foo Kim Meng.

Chia Kok Peng, 38, former senior legal counsel of the National Environmental Agency, and nine public servants are also among those charged.

The website offering the girl's services was allegedly run by entrepreneur Tang Boon Thiew.

In February, up to 80 people were involved in a major police probe into an online prostitution ring, including an ex-principal and top civil servants.

Former Singapore Environment Council head Howard Shaw has been charged with paying an underage girl for sex.

He was one of four men who turned up at the Subordinate Courts today to face charges.

Shaw allegedly paid the girl $500 for sex on 30 October 2010 at Hotel 81 Bencoolen.

The others who were charged are business consultant Edward Whistler Goh, ex-UBS banker Buergin Juerg, and former Jurong Junior College teacher Chua Ren Cheng.

Juerg and Chua, who was also a grassroots leader, face two charges each.

They join 44 other men who were charged on Monday for paying a minor for sex after choosing her from an internet vice website.

The offence carries a maximum jail term of seven years or a fine, or both.

Friends of Shaw expressed disbelief with his indictment.

One woman, a business associate who has known him for a few years said Shaw, who is the grandson of Shaw Organisation founder Runme Shaw, is a “good man and one of the best environmentalist here”.

Shaw’s profile is still on the website of the HALCYON Agri Corporation, where he is the senior vice president for corporate social responsibility for the rubber-producing company.

The woman said Shaw got married five months ago to a former beauty queen. She was one of the winners of the Miss Earth Singapore pageant in 2006. Shaw was one of the judges.

The couple even appeared on the cover of the February edition of Singapore Tatler magazine. The magazine touted the Shaws as one of four “society couples who share their stories of enduring love”.

“If he had done it, it must have been before he got married,” the associate said.

Shaw has two children from a previous marriage.

SINGAPORE - A businessman charged in connection with the online vice case has been granted permission to travel overseas.

Edward Whistler Goh Ngian Meng's lawyer said Goh needed to go to Shanghai, China and Kota Kinabalu, East Malaysia for business and an event.

The Straits Times reported that the 49-year-old is the founder and CEO of Edward Whistler International Group, which specialises in business consulting and management training.

He was among a group of men hauled to court for paid sex with a minor.

He faces two charges of paid sex with the girl.

So far, 48 men have been prosecuted for paid sex with a girl under 18. The crime is punishable with a jail term of up to seven years, a fine, or both.

The Straits Times also said that Swiss national Juerg Buergin, 40, former banker with UBS Investment Bank in Singapore was freed on $15,000 bail on Friday afternoon.

According to a report by AFP, his lawyer said that Buergin is intending to plead not guilty.

His case will be heard in court on June 18.

SINGAPORE - A Swiss expatriate accused of having paid sex with a woman under the age of 18 was freed on bail Friday and plans to plead not guilty, his lawyer said.

Juerg Buergin, 40, had been placed in remand on Wednesday after being charged in a district court, along with 47 other men, for allegedly paying a 17-year-old Singaporean callgirl for sex in late 2010 and early 2011.

Buergin quit Swiss banking giant UBS earlier this year as a mid-level executive before the scandal erupted, banking industry sources said.

UBS has refused to comment on his case.

Lawyer Selva Naidu declined to disclose the identity of the person who posted Buergin's S$15,000 bail.

"As matters stand, he is not pleading guilty," the lawyer told AFP.

Singapore law makes it illegal for anyone to pay for the sexual services of a woman under the age of 18. The offence is punishable by up to seven years in prison, a fine, or both.

Buergin's case will be heard in court on June 18.

Most of the accused are Singaporeans ranging from their 20s to their late 40s. They include businessmen, a former school principal, a navy captain and a police superintendent.

The girl's services were advertised on a website that has been shut down. Her identity is being kept secret on orders of the court.

An Indonesian national who was among the 44 men charged on Monday with having paid sex with a minor was on Thursday given the nod to leave the country for his wedding in Indonesia.

The lawyer for Reyner Desvando Suhartono, 28, told the court that arrangements for the June nuptials had been made last November, before he was called up by the police.

Mr Edmond Pereira, applying for his client to fly to Indonesia from Friday until April 29, and again from May 16 to June 6, submitted documentary evidence of the wedding to be held in Jakarta.

He argued that Suhartono was not a flight risk, given that he owns a property in Telok Kurau with his father and is the sole director and shareholder of a trading company set up in 2008.

Mr Pereira added that, other than a trip home between Feb 20 and 26, his client has been here, helping the police in their investigations.

The wedding preparations had been suspended as a result of this.

The lawyer said his client had surrendered his passport to the police following his trip to Jakarta in late February.

On Sept 24, 2010, Suhartono is said to have paid the girl, then under 18, $450 for sex with her in what used to be his rented flat in Cambridge Road.

The charge against him was amended to include the name of the prostitute and tendered by the prosecution yesterday.

Deputy Public Prosecutor Andrew Tan, objecting to Suhartono's application to leave Singapore, noted that the Indonesian had little familial ties here, and that his stake in a relatively young company here was a small one.

But District Judge Lim Tse Haw said he was prepared to give Suhartono leave to go, upon considering his conduct during the investigation, in particular the fact that he had left for Indonesia and returned.

The judge, however, ordered an additional $20,000 to be posted on top of the current police bail of $10,000, which was extended.

Suhartono is required to give the investigation officer his travel itinerary and overseas contact details before his trips home, and to surrender his passport to the officer within 24 hours of each return.

If convicted of having commercial sex with a person under 18, he can be jailed for up to seven years, fined, or jailed and fined.

SINGAPORE - Three men who were earlier charged for having paid sex with an underage girl returned to court today with their lawyers.

Pyi Kyaw Han, 31, Koh Zi Yang, 29 and Kelvin Peck Yong Li, 21, who were unrepresented in court last Monday, were given a week to seek legal advice.

The prosecution tendered amended charges today which now name the girl the three paid for sex with.

Her name was initially omitted from charge sheets to protect her identity when the case was first mentioned in court, but appeared in charge sheets for the four men charged later.

The prosecution applied and has been granted a court order to protect her identity.

The men claimed trial to the charges and their cases have been scheduled for a discovery conference on June 11.

Pyi, who faces two charges, is represented by Mr James Sebastian, while Koh and Peck, who each face one charge, are represented by Mr Peter Ong and Mr Anand Nalachandran respectively.

Koh allegedly paid $600 for sex with the girl at Strand Hotel on December 23, 2010 while Peck is said to have paid $450 for sex with the girl at Hotel 81 Bencoolen on October 7, 2010.

Pyi faces two charges of paying $650 for the girl's sexual services at Strand Hotel on December 21, 2010 and January 21, 2011.

If found guilty, the 48 men charged so far could be jailed for up to seven years, fined, or both.

The latest batch of men being investigated for paying an underage girl for sex includes both Singaporeans and foreigners.

The Straits Times reported that 14 men are still under probe. Some of the foreigners involved may no longer be in the country.

While initial reports said 80 men were involved in the case, sources told The Straits Times the final number charged may be lower than 62.

It is believed that the latest batch of men do not include high-profile individuals, unlike the 48 who were charged earlier, which included educators, civil servants, military officers and the grandson of a cinema operator.

Some among the latest batch being investigated may face similar charges, and they may be the final group of men appearing in court in connection with this case.

The alleged pimp, Tang Boon Thiew, 39, is expected to face more charges.

Tang was charged in court last November with 35 counts of prostitution-related offences, believed to have been committed between October 2009 and last November. These include 34 counts under the Women's Charter for living off the earnings of a prostitute, and one count of paid sex with a minor, believed to be the same girl.

Based on the charge sheets, at least 15 prostitutes between 18 and 47 years old had allegedly worked for him.

Tang reportedly went into the social escort business after learning from another pimp how profitable the business was.

Tang has not been seen in public since his name was linked to the case. The Straits Times said he is hiding at his home in the western part of Singapore.

Paid sex with a minor carries a jail term of up to seven years and a possible fine.

The former River Valley High School teacher charged for sex with a minor appeared in court dressed in a suit.

This was a stark contrast to Chua Ren Cheng's first appearance at the Subordinate Courts, where he dashed out of the building in a hoodie, cap, sunglasses and a mask to avoid the media.

His lawyer asked for an adjournment and was granted one.

Chua will return to court on June 11 for a discovery conference where the prosecution and defence teams will exchange information about the case.

Chua initially said he would plead guilty, but it is uncertain if he will still do so. He allegedly paid $750 for sex with the girl between 4.30pm and 5.30pm on Dec 22, 2010 at the Strand Hotel.

He is among 48 men charged with having paid sex with an underage prostitute.

The former principal of Pei Chun Public School Lee Lip Hong has been given a nine-week jail sentence for paying for sex with an underage girl.

Lee, 39, who pleaded guilty in court today, said he was fully ashamed of his actions. He said it has caused much harm and pain to his family, especially his wife, reported a local news outlet.

One of the first to plead guilty, he admitted to one of two charges of having paid for sex with the girl, 17, for $500 at Hotel 81 Bencoolen on Sept 26, 2010. His other charge was considered for sentencing.

He reportedly broke down in court as his lawyer pleaded for leniency.

His lawyer, Melanie Ho, told the court that Lee was misled about the girl's age. He had availed of her services from the online vice website run by the girl's pimp, Tang Boon Thiew.

The Straits Times reported that on September 26, he sent Tang an SMS to ask if the girl was available. After agreeing to the details set forth by the pimp, Lee booked a room at Hotel 81 and had sex with the girl between 7 to 8pm. He paid her $500, which includes a $50 tip.

Ms Ho said that while the girl's age was advertised as 18 years old on the website, Lee was told by Tang that she was 19 years old when they met. He was said to have had no reason to doubt this due to her appearance and behaviour.

She said he was remorseful, understanding that he had made a serious mistake.

Lee said that his personal lack of control of his own moral standards, coupled with being unable to resist temptation, led to his mistake.

His lawyer had pleaded for a fine to be imposed.

Lee could have been fined and/or jailed for up to seven years.

48 men have been charged for having paid sex with an underage prostitute. The identity of the girl has not been revealed in the media. It is also unclear whether she will face charges in court.

S Radakrishnan, joint managing director of Bernard & Rada Law Corp, in an interview with RazorTV, said he thinks that the girl would not be charged as prostitution in Singapore is not an offence per se.

But under the Children and Young Persons Act, the director of social welfare has certain powers and can order the girl to be moved to a "place of safety", Mr Radakrishnan said. A place of safety is a home that is run by the Ministry of Community Development, Youth and Sports (MCYS).

"The girl's parents can also arrange for her to be moved to a place of safety," the senior lawyer added.

"In that sense, it would be a punishment for her as she would be sent there for training and perhaps rehabilitation."

But these powers are not easily enforced and the director has to invoke these powers.

The court has imposed a gag order on the girl's identity. It is an offence to republish any photo that may lead to the identification of the underage prostitute. For disobeying a gag order by the court, the offender can be jailed for up to a year and fined a maximum of $5,000.

According to a Straits Times report, Senior District Judge See Kee Oon in sentencing former school principal Lee Lip Hong, 39, said that the law regards the underage prostitute as the victim because she is underage and therefore deemed as incapable of having the capacity for mature judgement and discernment of an adult.

The judged said in his grounds of decision: "What the victim had done may be considered immoral by certain standards. However, this must be weighed against the morality of those whose demand for such services makes this a lucrative trade."

Lee was sentenced to a minimum nine-week jail term.

Section 376B of the Penal Code states that it is illegal to have paid sex with anyone under the age of 18. Anyone who does so may be jailed for up to seven years, fined up to $10,000, or both.

Another suspect in the underage sex scandal case is back in court.

31-year-old manager Chiang Meng Chuan appeared in court today for his second appearance, reported The Straits Times.

He allegedly paid between $500 to $600 to have sex with an underage girl at Hotel 81 Bencoolen on two separate occasions in September 2010.

He was one of more than forty men who were charged last month for having commercial sex with a minor. The girl cannot be identified due to a gag order.

Chiang's case has been adjourned until June 11. He is being defended by Mr Alan Shankar.

He faces a jail term of up to seven years, a fine, or both if convicted.

Only one man has been convicted in the case so far. Former Pei Chun Public School principal Lee Lip Hong is now serving nine weeks in jail for the offence.

SINGAPORE - Two of the 48 men charged with having commercial sex with an underaged girl made their second appearance in court on Monday, reported The Straits Times.

Choong Sin Jian, 27, and Lee Vin Sen, 35, paid for the sexual services of the girl, who was under 18 at the time of the offence.

Choong is claiming trial to two charges of paying the girl $600 each time, at the Strand Hotel, Bencoolen Street, on Jan 6 and 29 last year.

Lee, a sales representative, allegedly paid $450 for her services at Marina Bay Sands Hotel on Sept 23, 2010.

Their cases have been adjourned to June 11 for a discovery conference.

If convicted, they can be jailed for up to seven years and/or fined.

Businessman in online vice case allowed to travel overseas

Businessman Edward Whistler Goh Ngian Meng sought permission from the court on Wednesday to leave Singapore for a business trip.

The 49-year-old was granted permission to travel from May 20 until his disclosure conference on June 11.

Goh, who is the founder of a business consultancy, faces two charges of having sex with an underage girl.

Goh told the court he intends to claim trial to both charges.

Forty-eight men have been charged for having sex with the same girl. Last month, former school principal Lee Lip Hong, 39, was jailed nine weeks for paid sex with the girl twice.
